Dear Chairman Mendelson:
Pursuant to D.C. Official Code § 47-363(a), I am transmitting the enclosed request to reprogram $360,000 of FY 2025
Special Purpose Revenue Funds – 1060127 within the Office of the People’s Counsel. The attached reprogramming
memorandum provides a detailed justification for why funds are needed.

submitting a request to reprogram FY 2025 Special Purpose Revenue Funds – 1060127 in the
amount of $360,000 within the Office of the People’s Counsel. The reprogramming will cover the
cost for Personal Services within the Consumer Services program. The funds will be
reprogrammed as outlined on the attached attribute s sheet and additional details are contained in
the agency’s submission.

Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the Full-
Year Continuing Appropriations and Extensions Act, 2025, approved March 15, 2025, Pub. L. No.
119-4, the Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to
reprogram Fiscal Year 202 5 Special Purpose Revenue funds budget authority in the amount of
$360,000 within the Office of the People’s Counsel (OPC). Budget authority is needed to support
the agency’s FY 2025 personnel services expenditures.
This reprogramming is below the $500,000 threshold amount requiring approval by Council.
However, another reprogramming from OPC has already been approved, and this reprogramming
would result in a cumulative change to the budget of OPC of more than $500,000.
This action will reprogram budget authority within OPC’s Consumer Services and Advocacy
program, from Account Group 713100C ( Other Services and Charges ) to Account Groups
701100C ( Continuing – Full Time ) and 701300C ( Additional Gross Pay) . Budget authority is
available due to lower-than-anticipated expenditures for Professional Services and Fees.

The Office of Budget and Planning’s analysis indicates that this reprogramming will not have an
adverse impact on OPC’s budget or the District’s financial plan. The OCFO has no objection to
this reprogramming request.

Amount of the proposed reprogramming:
The Office of the People’s Counsel (DJ0) requests a reprogramming of $360,000 within
the Special Purpose Revenue budget (Fund 1060127) for FY 2025.
Why are the funds needed?
The Office of the People’s Counsel (OPC) requests a reprogramming of $360,000 within
the Special Purpose Revenue fund to align the budget with the revised spending plans for
FY 2025. The reprogramming is needed to support the agency’s FY25 Personal Services
(PS) expenditures.
Is this reprogramming to restore a budget cut authorized by the Mayor and/or Council?

The funds will be reprogrammed from Account Group 713100C (7131009 Professional
Service Fees & Contracts) to Account Groups 701100C (Continuing-Full Time) and
701300C (7013012 Bonus Pay).
Why are the funds available?
The funds are available due to the FY25 Spending Freeze and Waiver requirements, which
impacted the agency's ability to procure goods and services as initially planned.
What hardships will the District face if the action is postponed until the subsequent fiscal
year?
If this reprogramming is not approved, the Office of the People’s Counsel will experience
a deficit in the Personal Services (PS) budget.
