Special Purpose Revenue Funds – 1060127 within the Office of the People’s Counsel. The attached reprogramming
memorandum provides a detailed justification for why funds are needed.

Dear Chairman Mendelson:

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the Full-
Year Continuing Appropriations and Extensions Act, 2025, approved March 15, 2025, Pub. L. No.
119-4, the Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to
reprogram Fiscal Year 202 5 Special Purpose Revenue funds budget authority in the amount of
$360,000 within the Office of the People’s Counsel (OPC). Budget authority is needed to support
the agency’s FY 2025 personnel services expenditures.

This reprogramming is below the $500,000 threshold amount requiring approval by Council.
However, another reprogramming from OPC has already been approved, and this reprogramming
would result in a cumulative change to the budget of OPC of more than $500,000.

This action will reprogram budget authority within OPC’s Consumer Services and Advocacy
program, from Account Group 713100C ( Other Services and Charges ) to Account Groups
701100C ( Continuing – Full Time ) and 701300C ( Additional Gross Pay) . Budget authority is
available due to lower-than-anticipated expenditures for Professional Services and Fees.

The Office of Budget and Planning’s analysis indicates that this reprogramming will not have an
adverse impact on OPC’s budget or the District’s financial plan. The OCFO has no objection to
this reprogramming request.
