Dear Chairman Mendelson:
Pursuant to D.C. Official Code § 47-363(a), I am transmitting the enclosed request to reprogram $30,000.00 of FY
2025 Local Funds - 1010001 from the Department of For-Hire Vehicles to the Real Property Tax Appeals
Commission. The attached reprogramming memorandum provides a detailed justification for why funds are needed.

Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code§ 47-363 et seq.), I am
submitting a request to reprogram FY 2025 Local Funds - 1010001 in the amount of $30,000.00
from the Department of For-Hire Vehicles to the Real Property Tax Appeals Commission. This
reprogramming is needed to support the COSTAR contract for real estate database. The funds will
be reprogrammed as outlined on the attached attributes sheet and additional details are contained
in the agency's submission.

Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the Full-
Year Continuing Appropriations and Extensions Act, 2025, approved March 15, 2025, Pub. L. No.
119-4, the Office of the Chief Financial Officer (OCFO) has reviewed the Department of For-Hire
Vehicles’ (DFHV) request to reprogram Fiscal Year 2025 Local funds budget authority in the
amount of $30,000 to the Real Property Tax Appeals Commission (RPTAC). The funds are needed
to assist with costs associated with the CoStar contract that supports the real estate database.
This reprogramming is below the $500,000 threshold amount requiring approval by Council.
However, another reprogramming from DFHV has already been approved, and this
reprogramming would result in a cumulative change to the budget of DFHV of more than
$500,000.
This action will reprogram budget authority from DFHV’s Agency Management program,
Account Group 701400C (Fringe Benefits – Current Personnel) to RPTAC’s Agency Management
program, Account Group 713100C (Other Services and Charges). Funds are available in DFHV’s
budget due to less-then-anticipated expenses for fringe benefits.

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on DFHV’s budget or the District’s financial plan. The OCFO has no objection to
this reprogramming request.

denied, limited, or increased by the Council in the budget act, the accompanying
budget report, or mark-up sheets?
No.
How will the funds be reprogrammed?
The funds will be reprogrammed from DFHV’s Local Fund 1010001, Cost Center 30207,
Account 7014008, Program 100044, Project 201329, Award 1000531, Task 25, Subtask
25.01 to RPTAC’S local fund 101001, Cost Center 30073, Account 7131009, Program
100003.
Details are on the attached DIFS Journal Entry form.
Why are the funds available?
A year-end projection for DFHV shows a surplus in its personnel services budget and can
be used for RPTAC’s NPS deficit.
What hardship will the District face if the action is postponed until the subsequent
fiscal year?
RPTAC will not be able to cover the CoStar contract by year-end for FY 2025.
What programs, services or other purchases will be delayed as a result of the action,
and the impact on the program or agency?
No services will be delayed as a result of this request.
