submitting a request to reprogram FY 2026 Capital Funds – 3030300 LONG TERM / G.O. / I.T.
BONDS in the amount of 3,444,096.00 within the University of the District of Columbia . The
reprogramming is needed to support swing space lease payments. The funds will be reprogrammed
as outlined on the attached attribute s sheet and additional details are contained in the agency’s
submission.

Dear Chairman Mendelson:

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47- 363(a) and the
Continuing Appropriations and Extensions Act, 2026, approved November 12, 2025, Pub. Law.
No. 119-37, the Office of the Chief Financial Officer has reviewed the Mayor’s request to
reprogram Capital funds budget authority and allotment in the amount of $ 3,444,096 within the
University of the District of Columbia (UDC).

This reprogramming is needed to continue funding existing rent payments for swing space utilized
by the University at Old Congress Heights and 4225 Connecticut Avenue NW while renovations
are being performed at Buildings 38 and 39.

Capital budget in the amount of $3,444,096 will be reprogrammed from the following project:

Capital budget in the amount of $3,444,096 is available in UDC Stem/IT Buildout project to
reprogram because the funds were appropriated for the development of the Amazon Web Services
Training Campus at the Community College Workforce Development Center at Old Congress

Heights. Following the discontinuation of the project, the funds became available to support other
priorities of the University.

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on the UDC budget or the District’s financial plan. The OCFO has no objection to
this reprogramming request.

SUBJECT: FY 2026 Reprogramming Request for $3,444,096 of Capital funds budget

The University of the District of Columbia (GF0) is requesting a budget reprograming of $3,444,096.00
in Capital funds budget authority within the agency to support swing space rent payments.
Why are the funds needed?
The funds are needed to continue supporting rent payments at the university’s swing space locations
at Old Congress Heights and 4225 Connecticut Avenue NW.
Does this reprogramming restore a budget cut authorized by the Mayor and/or Council?
No.
Does this reprogramming establish new programs or change allocations specifically denied,
limited, or increased by the Council in the budget act, the accompanying budget report, or
mark-up sheets?
Yes.
How will the funds be reprogrammed?
See attached attributes sheet for details.

Why are the funds available?
The funds were allotted for the establishment of the Amazon Web Services Training Campus at the
Community College Workforce Development Center at Old Congress Heights; however, the project
was discontinued, making the funds available for lease payments.
What hardship will the District face if the action is postponed until the subsequent fiscal year?
The university will be in default of the current lease agreement, potentially leading to eviction, or
make payments using operating funds, creating substantive operating budget pressures.
What programs, services or other purchases will be delayed as a result of the action, and the
impact on the program or agency?
No negative impact is anticipated as a result of this reprogramming as the training campus project
was discontinued.
