Pursuant to D.C. Official Code § 47 -363(a), I am tran smitting the enclosed request to reprogram $550,000.00 of FY 2026
Special Purpose Revenue Funds – SPR 1060147 within the District of Columbia Public Schools . The attached
reprogramming memorandum provides a detailed justification for why funds are needed.

Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am
submitting a request to reprogram FY 2026 Special Purpose Revenue Funds – SPR 1060147 in the
amount of $550,000.00 within the District of Columbia Public Schools . This reprogramming will
support DCPS’s Building Use Agreement in moving funds to their intended account. The funds will be
reprogrammed as outlined on the attached attributes sheet and additional details are contained in the
agency’s submission.

Dear Chairman Mendelson:

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47- 363(a) and the
Consolidated Appropriations Act, 2026, approved February 3, 2026, Pub. Law No. 119- 75, the
Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram
Fiscal Year 2026 Special Purpose Revenue funds budget authority in the amount of $550,000
within the District of Columbia Public Scho ols (DCPS). Budget authority is needed to support
overtime pay for Custodians for the Building Use Agreement.

This action will reprogram budget authority within DCPS’ Central and School Support division,
from Account Group 713200C (Contractual Services – Other) to Account Group 701500C
(Overtime Pay). Budget authority is available in DCPS’ budget based on the original appropriation
but require reallocation to support revised programmatic requirements.

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on DCPS’ budget or the District’s financial plan. The OCFO has no objection to
this reprogramming request.

The District of Columbia Public Schools requests to reprogram $550,000.00 within the agency’s
DCPS School Facility Fund 1060147 to align budgets to their proper needs in the FY26 budget.
Why are the funds needed?
School custodians’ overtime pay from the Building Use Agreement that was meant for this fund
is currently being expended on Local; this reprogramming will help us journal funds to where
they were meant to be expended. We will be budgeting this line for overtime in FY27.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
No.
Does this reprogramming establish new programs or change allocations specifically denied,
limited, or increased by the Council in the budget act, the accompanying budget report, or
mark-up sheets?
No.
How will the funds be reprogrammed?

Why are the funds available?
Funds were initially put on one Special Purpose Revenue line as contracts but will be aligned
with actual spending in the overtime account. We will be budgeting these funds on the overtime
account in future fiscal years.
What hardship will the District face if the action is postponed until the subsequent fiscal
year?
Local funds will bear the burden that was meant for this Special Purpose Revenue.
What programs, services or other purchases will be delayed as a result of the action, and
the impact on the program or agency?
No negative impact is anticipated as a result of this reprogramming.
