Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am
submitting a request to reprogram FY 2026 Capital Funds – 3030300 in the amount of $1,040,050.00
from the Department of General Services (DGS-Owner / DGS-Implementer) to the District of Columbia
Public Schools (DCPS-Owner / DGS -Implementer) and Department of Parks and Recreation (DPR-
Owner / DGS-Implementer). This reprogramming supports the FY26 implementation of the District’s
first Energy Savings Performance contract, with this portion of work supporting solar system designs at
DCPS and DPR facilities. The funds will be reprogrammed as outlined on the attached attribute s sheet
and additional details are contained in the agency’s submission.

Dear Chairman Mendelson:

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47- 363(a) and the
Consolidated Appropriations Act, 2026, approved February 3, 2026, Pub. Law No. 119- 75, the
Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram
Capital funds budget authority and allotment in the amount of $1,040,050 from the Department of
General Services (DGS) to the District of Columbia Public Schools (DCPS) and the Department
of Parks and Recreation (DPR).

This reprogramming supports the District -owned portion of the Energy Savings Performance
Contract (ESPC) initiative for DCPS ’ and DPR's ESPC projects, enabling delivery of District -
government-owned solar Photovoltaic (PV) systems at DCPS and DPR sites. This reprogramming
of funds is necessary for the successful implementation of the ESPC program.

Capital budget will be reprogrammed from the project below:

Capital budget in the amount of $1,040,050 is available in the Critical Systems Replacement
project because the project was funded to address system improvements throughout the DGS
portfolio.

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on the DGS, DCPS, or DPR’s budget or the District’s financial plan. The OCFO
has no objection to this reprogramming request.

The Department of General Services requests to reprogram FY26 Capital funds in the amount of
$1,040,050.00 from (100144 / AM0.PL902C.CRITICAL SYSTEM REPLACEMENT) to the
District of Columbia Public Schools and Department of Parks and Recreation Capital budgets to
request approval for two new capital projects in support the FY26 implementation of the Energy
Savings Performance Contract initiative.
Why are the funds needed?
These funds are needed to support the District-funded portion of the Energy Savings
Performance Contract (ESPC) initiative. Energy Savings Performance Contracts (ESPCs) are
agreements between the District and a third-party contractor who identifies, designs, and installs
energy conservation measures and contractually guarantees their performance over 20 years.
While the third-party contractor is financing the majority of the ESPC initiative, the District is
also contributing to these efforts with District Capital funds.
This reprogramming represents the FY26 District-funded capital investments for the ESPC
project, which will fund the creation of solar photovoltaic (PV) system designs. The designs will
be used to deliver District-government-owned solar PV systems at DCPS and DPR sites. The
two new projects are listed below.

Without this reprogramming not only will the ESPC not be able to be fully implemented, but the District would not be able to authorize necessary goods and services in order to claim key federal tax credits – at benefit to the District – related to solar work implementation. What programs, services or other purchases will be delayed as a result of the action, and the impact on the program or agency? No other projects will be delayed by this action.
