Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am
submitting a request to reprogram FY 2026 Local Funds – 1010001 in the amount of $982,449.39 within
the Department of Health Care Finance. The funds are needed to align the Judgement and Indemnities
budget authority with the projected Court Order Salzar payments , the Health Care Reform and
Innovation Administration (HCRIA) budget with anticipated expenditure and to increase the MOU
between the Office of Contract and Procurement (OCP) and DHCF. The funds will be reprogrammed
as outlined on the attached attribute s sheet and additional details are contained in the agency’s
submission.

Dear Chairman Mendelson:

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47- 363(a) and the
Consolidated Appropriations Act, 2026, approved February 3, 2026, Pub. Law No. 119- 75, the
Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram
Fiscal Year 2026 Local funds budget authority in the amount of $982,449 within the Department
of Health Care Finance (DHCF). The funds are needed to support Salazar vs the District of
Columbia court ordered payments, a Memorandum of Understanding ( MOU) with the Office of
Contracts and Procurement, and contractual and subsidy obligations.

This action will reprogram budget authority within DHCF’s Agency Management, Health Care
Delivery Management and Health Care Reform and Innovation divisions , from Account Groups
713200C (Contractual Services – Other) and 714100C (Government Subsidies and Grants ) to
Account Groups 701100C (Continuing Full Ti me), 701400C (Fringe Benefits – Current
Personnel), 713100C (Other Services and Charges), 713200C (Contractual Services – Other), and
714100C (Government Subsidies and Grants) . Funds are available in DHCF due to l ess than
anticipated spending for contracts and medical vendor services.

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on DHCF’s budget or the District’s financial plan. The OCFO has no objection to
this reprogramming request.
