SUBJECT: FY 2026 Reprogramming Request: $2,000,000.00 within the District of Columbia Public Schools
Dear Chairman Mendelson:
Pursuant to D.C. Official Code § 47-363(a), I am transmitting the enclosed request to reprogram $2,000,000.00 of FY26
Local Funds – 1010001 within the District of Columbia Public Schools. The attached reprogramming memorandum provides
a detailed justification for why funds are needed.

Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am
submitting a request to reprogram FY 2026 Local Funds – 1010001 in the amount of $2,000,000.00
within the District of Columbia Public Schools . These funds will further support curriculum
development and special education aides. The funds will be reprogrammed as outlined on the attached
attributes sheet and additional details are contained in the agency’s submission.

favorable review.

ursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47- 363(a) and the
Consolidated Appropriations Act, 2026, approved February 3, 2026, Pub. Law No. 119-75, the
Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram
Fiscal Year 2026 Local funds budget authority in the amount of $2,000,000 within the District of
Columbia Public Schools (DCPS). The funds are needed to support contractual funding for special
education aides, nursing services, and curriculum development resources.
This action will reprogram budget authority from DCPS’ School-wide Services division, Account
Group 701200C (Continuing Full Time – Others), to DCPS’ School Support Services division,
Account Group 713200C ( Contractual Services – Other). Funds are available in DCPS’ budget
due to less-than-anticipated expenditures for substitute teaching.

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on DCPS’ budget or the District’s financial plan. The OCFO has no objection to
this reprogramming request.
