FY 2026 Capital Funds – 3030300 from the Department of General Services (DGS – Owner)/(DGS -
Implementer) to the District of Columbia Public Schools (DCPS - Owner)/Department of General Services (DGS
- Implementer). The attached reprogramming memorandum provides a detailed justification for why funds are
needed.

Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am
submitting a request to reprogram FY 2026 Capital Funds – 3030300 in the amount of $320,574.00 from
the Department of General Services (Owner AGY)/(Implementer AGY) to the District of Columbia
Public Schools (Owner AGY)/Department of General Services (Implementer AGY). The reason for this
reprogramming is to address essential HVAC system replacements at McKinley High School and Turner
Elementary School. The funds will be reprogrammed as outlined on the attached attribute s sheet and
additional details are contained in the agency’s submission.

Dear Chairman Mendelson:
Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47-363(a) and the
Consolidated Appropriations Act, 2026, approved February 3, 2026, Pub. Law No. 119- 75, the
Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram
Capital funds budget authority and allotment in the amount of $320,574 from the Department of
General Services (DGS) to the District of Columbia Public Schools (DCPS).
This reprogramming will fund costs related to HVAC system replacement at Mckinley High and
Turner Elementary Schools. Capital budget will be reprogrammed from the project below:

Capital budget will be reprogrammed to the capital project as below:
This reprogramming is below the $500,000 threshold amount requiring approval by the Council.
However, other reprogrammings have already been approved, resulting in a cumulative change of
more than $500,000 in the Critical System Replacement project.
Capital budget in the amount of $320,574 is available to reprogram from the Critical Systems
Replacement project because the project was budgeted to address system n eeds throughout the

DGS portfolio. However, the budget must be reprogrammed to expend it from the proper owner
agency.
The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on DCPS or DGS’s budget or the District’s financial plan. The OCFO has no
objection to this reprogramming request.

The Department of General Services (DGS) requests to reprogram FY26 Capital funds in the
amount of $320,574.00 from (100144/ AM0.PL902C.CRITICAL SYSTEM REPLACEMENT)
to The District of Columbia Public Schools (DCPS) (100063/AM0.GM102C.HVAC
REPLACEMENT – DCPS) capital budget.
Why are the funds needed?
The reason for this reprogramming is to address essential HVAC system replacements at
McKinley High School and Turner Elementary School.
• McKinley High School – Heat Recovery Unit Coil Replacement - $197,905.00
• Turner Elementary School – Chiller Compressor Replacement - $122,669.00
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
No.
Does this reprogramming establish new programs or change allocations specifically denied,
limited, or increased by the Council in the budget act, the accompanying budget report, or
mark-up sheets?

Why are the funds available?
The funds are available because the AM0.PL902C.CRITICAL SYSTEM REPLACEMENT
project is developed explicitly to address this type of HVAC replacement work as part of the
agency’s city-wide portfolio, and the funds are budgeted within the project’s annual spend plan
for this need. Without an immediate reprogramming, the budget will remain in
AM0.PL902C.CRITICAL SYSTEM REPLACEMENT, where only Municipal facility related
capital costs are allowed, per District Financial Guidelines. This reprogramming will ensure the
budget is expended from the proper owner agency capital project, in accordance with the
guidelines of the Office of the Chief Financial Officer.
What hardship will the District face if the action is postponed until the subsequent fiscal
year?
Without these funds, McKinley High School and Turner Elementary School may experience
prolonged issues with the HVAC systems until a permanent solution is identified.
Without these critical HVAC system replacements, these DCPS assets are at risk of experiencing
HVAC system related system issues.
What programs, services or other purchases will be delayed as a result of the action, and the
impact on the program or agency?
No other projects will be delayed by this action.
