600,214.00 of FY 2026 Special Purpose Revenue Funds – Stormwater Permit Compliance Enterprise
Fund within the Department of Energy and Environment . The attached reprogramming memorandum
provides a detailed justification for why funds are needed.

submitting a request to reprogram FY 2026 Special Purpose Revenue Funds – 1060367 in the amount
of 600,214.00 within the Department of Energy and Environment . This request is to reprogram
Stormwater Permit Compliance Enterprise Fund (1060367) budget to ensure sufficient funding for the
Stormwater Fee billing and collection costs. This will shift funds from personnel services to non-
pe
rsonnel services. The funds will be reprogrammed as outlined on the attached attribute s sheet and
additional details are contained in the agency’s submission.

Dear Chairman Mendelson:

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47- 363(a) and the
Consolidated Appropriations Act, 2026, approved February 3, 2026, Pub. Law No. 119- 75, the
Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram
Fiscal Year 2026 Special Purpose Revenue funds budget authority in the amount of $600,214
within the Department of Energy and Environment (DOEE). The funds are needed to ensure
sufficient funding for the Stormwater Fee’s billing and collection costs.

This action will reprogram budget authority within DOEE’s Natural Resources division, from
Account Groups 701100C (Continuing Full Time), 701200C (Continuing Full Time - Others), and
701400C (Fringe Benefits - Current Personnel ) to Account Group 714100C (Government
Subsidies and Grants ). Budget authority is available in DOEE ’s budget due to unfilled /vacant
positions.

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on DOEE’s budget or the District’s financial plan. The OCFO has no objection to
this reprogramming request.
