Pursuant to the Reprogramming Policy Act of 1980, (D.C. Official Code § 47-363 et seq.), I am
submitting a request to reprogram Choose an item. Local Funds – 1010001 Local in the amount of
$355,000 within the District of Columbia Public Schools. These funds are being reprogrammed to aid
our schools going through modernizations; these funds will be used to purchase items that cannot be
purchased through capital funds. The funds will be reprogrammed as outlined on the attached attributes
sheet and additional details are contained in the agency’s submission.

Dear Chairman Mendelson:

Pursuant to the Reprogramming Policy Act of 1980, D.C. Official Code § 47- 363(a) and the
Consolidated Appropriations Act, 2026, approved February 3, 2026, Pub. Law No. 119- 75, the
Office of the Chief Financial Officer (OCFO) has reviewed the Mayor’s request to reprogram
Fiscal Year 2026 Local funds budget authority in the amount of $355,000 within the District of
Columbia Public Schools (DCPS). The funds are needed to purchase equipment and supplies to
reopen modernized schools.

This reprogramming is below the $500,000 threshold amount requiring approval by the Council.
However, another reprogramming from DCPS has already been approved, and this reprogramming
would result in a cumulative change to the budget of DCPS of more than $500,000.

This action will reprogram budget authority w ithin DCPS’ School Supports division, from
Account Group 713200C (Contractual Services – Other) to Account Groups 711100C (Supplies
and Materials) and 717100C (Purchases Equipment and Machinery). Funds are available due to a
previous allocation for swing space that is no longer required.

The Office of Budget and Planning’s analysis indicates that the reprogramming will not have an
adverse impact on DCPS’ budget or the District’s financial plan. The OCFO has no objection to
this reprogramming request.

SUBJECT: FY 2026 Request to Reprogram $355,000.00 within the District of Columbia
Public Schools Local Funds Budget, Fund 1010001
The District of Columbia Public Schools requests to reprogram $355,000.00 within the agency’s
Local Fund 1010001 to align budgets to their proper needs in the FY26 budget.
Why are the funds needed?
In the final year of construction, capital-ineligible equipment and supplies need to be purchased
so as to allow schools to reopen successfully and welcome students back into the facility. The
DCPS Office of Teaching and Learning is responsible for purchasing some of this equipment.
These funds will cover these expenses for multiple schools.
Is this a reprogramming to restore a budget cut authorized by the Mayor and/or Council?
No.
Does this reprogramming establish new programs or change allocations specifically denied,
limited, or increased by the Council in the budget act, the accompanying budget report, or
mark-up sheets?
No.

How will the funds be reprogrammed?

Why are the funds available?
Funds are available due to prior PAYGO allocations for Swing transportation that are no longer
required. These funds are being re-purposed to support capital ineligible supplies and equipment
that are needed in modernized schools as they re-open for SY26-27.

What hardship will the District face if the action is postponed until the subsequent fiscal
year?
The District risks not being able to provide access to students the items needed for effective
instruction, not being able to pay vendors, and potentially lapsing on local funds.

What programs, services or other purchases will be delayed as a result of the action, and
the impact on the program or agency?
No negative impact is anticipated as a result of this reprogramming.
