An act relating to payment scam task force; creating 2
s. 17.675, F.S.; creating the Task Force on Payment 3
Scams adjunct to the Department of Financial Services; 4
requiring the department to provide administrative and 5
staff support relating to the function of the task 6
force; defining the terms "payment" and "task force"; 7
requiring the Chief Financial to establish the task 8
force by a specified date; providing the purpose of 9
the task force; providing memberships and terms of the 10
task force; providing that members serve without 11
compensation but are entitled to per diem and travel 12
expenses; providing requirements for meetings; 13
providing duties of the task force; providing 14
reporting requirements; providing for future repeal 15
and legislative review of the task force; providing an 16
effective date. 17

Be It Enacted by the Legislature of the State of Florida: 19
20
Section 1. Section 17.675, Florida Statutes, is created to 21
read: 22
17.675 Task Force on Payment Scams.— 23
(1) The Task Force on Payment Scams, a task force as 24
defined in s. 20.03(5), is created adjunct to the Department of 25

Financial Services. Except as otherwise provided in this 26
section, the task force shall operate in a manner consistent 27
with s. 20.052. The department shall provide administrative and 28
staff support relating to the functions of the task force. 29
(2) As used in this section, the term: 30
(a) "Payment" means any mechanism through which an 31
individual can electronically transfer funds to another 32
individual via a platform or intermediary. 33
(b) "Task force" means the Task Force on Payment Scams 34
created under this section. 35
(3) No later than October 1, 2026, the Chief Financial 36
Officer shall establish the Task Force on Payment Scams. The 37
purpose of the task force is to recognize and avert payment 38
scams by doing all of the following: 39
(a) Examining current trends and developments in payment 40
scams, identifying effective methods for preventing such scams, 41
and issuing recommendations to enhance efforts to identify and 42
prevent such activities. 43
(b) Adopting a cross-sector approach to ensure its 44
recommendations reflect the full scope of the issue, given that 45
scams impact individuals across a wide range of industries, 46
including financial services, telecommunications, and 47
technology. 48
(c) Including representation from stakeholders with direct 49
experience supporting victims of scams, as well as industry 50

participants with insight into scam tactics and prevention 51
strategies. 52
(4)(a) The task force shall be chaired by the Chief 53
Financial Officer or his or her designee and shall consist of 54
representatives from the following: 55
1. The Commissioner of Agriculture. 56
2. The Attorney General. 57
3. The Division of Treasury of the Department of Financial 58
Services. 59
4. The Department of Commerce. 60
5. The Financial Crime Analysis Center of the Department 61
of Law Enforcement. 62
6. The Financial Transaction Database of the Department of 63
Law Enforcement. 64
7. A representative, appointed by the Chief Financial 65
Officer in consultation with the task force, from a financial 66
institution with expertise in identifying, preventing, and 67
combating payment scams. 68
8. A representative, appointed by the Chief Financial 69
Officer in consultation with the task force, from a credit union 70
with expertise in identifying, preventing, and combating payment 71
scams. 72
9. A representative, appointed by the Chief Financial 73
Officer in consultation with the task force, from a digital 74
payment network with expertise in identifying, preventing, and 75

combating payment scams. 76
10. A representative, appointed by the Chief Financial 77
Officer in consultation with the task force, from a community 78
bank. 79
11. A representative, appointed by the Chief Financial 80
Officer in consultation with the task force, from a consumer 81
group. 82
12. A representative, appointed by the Chief Financial 83
Officer in consultation with the task force, from an industry 84
association representing technology or online platforms. 85
13. Not more than five representatives appointed by the 86
Chief Financial Officer to represent victims, scam support 87
networks, and other relevant stakeholders in order to better 88
assist consumers and stakeholders. 89
(b) Members of the task force shall serve until the 90
termination of the task force. Any vacancy occurring in the 91
membership of the task force shall be filled in the same manner 92
in which the original appointment was made. 93
(c) Members of the task force: 94
1. Shall serve without compensation, except that employees 95
of this state shall receive the same salaries and benefits as 96
they would without serving on the task force. 97
2. Are entitled to receive reimbursement for per diem and 98
travel expenses pursuant to s. 112.061. 99
(d) The task force shall meet at least three times during 100

the 1-year period beginning on October 1, 2026, and thereafter 101
at such times and places, and by such means, as the chair of the 102
task force determines to be appropriate, which may include the 103
use of remote conference technology. 104
(5) The duties of the task force include all of the 105
following: 106
(a) Evaluating best practices for combating methods used 107
by scammers, including spoofed calls, scam text messages, and 108
malicious advertisements, pop-ups, and websites. 109
(b) Assessing how other state, federal, and international 110
jurisdictions have tried to prevent payment scams. 111
(c) Identifying and reviewing current methods used to scam 112
a consumer through payment platforms. 113
(d) Determining a strategy for education programs that 114
better equip consumers to identify, avoid, and report payment 115
scam attempts to the appropriate authorities. 116
(e) Coordinating efforts to ensure perpetrators of payment 117
scams can be identified and pursued by law enforcement. 118
(f) Consulting with other relevant stakeholders, including 119
federal, state, local, and tribal agencies and financial 120
services providers. 121
(g) Determining whether any additional legislation would 122
be beneficial for law enforcement and industry in mitigating 123
payment scams. 124
(h) Identifying potential solutions to payment scams 125

involving business e-mail compromise. 126
(6)(a) No later than 1 year after the date on which the 127
Chief of Financial Officer establishes the task force, the task 128
force shall submit to the President of the Senate and the 129
Speaker of the House of Representatives and make publicly 130
available online a report detailing all of the following: 131
1. The results of the reviews and evaluations of the task 132
force under subsection (5). 133
2. The strategy identified under subsection (5). 134
3. Any legislative or regulatory recommendations that 135
would enhance the ability to detect and prevent payment scams 136
described in subsection (5). 137
4. Recommendations to enhance cooperation among federal, 138
state, local, and tribal authorities in the investigation and 139
prosecution of scams and other financial crimes, including 140
harmonizing data collection, improving reporting mechanisms and 141
streams, estimating the number of complaints and consumers 142
affected, and evaluating the effectiveness of anti-scam training 143
programs. 144
(b) After submitting an initial report required under 145
paragraph (a), the task force shall submit every year to the 146
President of the Senate and the Speaker of the House of 147
Representatives and make publicly available online an updated 148
version of the report. 149
(7) In accordance with s. 20.052(8), this section is 150

repealed October 2, 2029, unless reviewed and saved from repeal 151
through reenactment by the Legislature. 152
Section 2. This act shall take effect July 1, 2026. 153
