date; requiring the Office of Program Policy Analysis 8

providing study requirements; authorizing the office 12
to consult with specified entities; requiring the 13
office to submit a report to the Legislature by a 14

Be It Enacted by the Legislature of the State of Florida: 17

Section 1. No later than December 1, 2026, the 19
Commissioner of Agriculture shall identify the three state 20
universities and Florida College System institutions that have 21
the highest percentage of Pell Grant-eligible students and 22
report such information to the President of the Senate and the 23
Speaker of the House of Representatives. 24
Section 2. (1) The Office of Program Policy Analysis and 25

Government Accountability (OPPAGA) shall conduct a study to 26
evaluate food insecurity on the campuses of state universities 27
and Florida College System institutions. 28
(2) The study must include recommendations for any changes 29
to general law, Board of Governors' rules and regulations, or 30
State Board of Education rules needed to address food insecurity 31
on the campuses of state universities and Florida College System 32
institutions. 33
(3) In conducting the study, OPPAGA shall consult with the 34
Board of Governors of the State University System, the board of 35
trustees of the Florida College System, the Department of 36
Education, and any other relevant stakeholders. 37
(4) OPPAGA shall submit a report on its findings to the 38
President of the Senate and the Speaker of the House of 39
Representatives by December 1, 2026. 40
Section 3. This act shall take effect July 1, 2026. 41
