Plain English Breakdown

The effective date of July 1, 2026, means these rules apply to school years starting after that date.

New Ways to Meet High School Diploma Requirements

This law allows students in Florida to use two years of marching band or Special Olympics participation for one school year to meet specific graduation requirements for a standard high school diploma.

What This Bill Does

  • Allows completion of 2 years of marching band to satisfy both the physical education and performing arts credit requirements.
  • Permits one semester with a grade of 'C' or better in marching band, dance, or a class requiring marching activities to count as half credit in either subject.
  • Lets students with disabilities participate in Special Olympics for one school year to meet their physical education requirement if approved by their IEP team.
  • States that these new options cannot be used instead of personal fitness classes or adaptive physical education plans under an IEP or 504 plan.

Who It Names or Affects

  • High school students seeking a standard diploma
  • Students participating in marching band, dance, or Special Olympics programs
  • Students with disabilities who have an Individual Education Plan (IEP) or 504 plan

Terms To Know

Standard High School Diploma
The regular high school degree earned by meeting specific course and credit rules.
Individual Education Plan (IEP)
A written plan for students with disabilities that lists their learning goals, special services, and graduation options.

Limits and Unknowns

  • The State Board of Education must create specific rules to implement these new requirements.
  • Special Olympics participation as a substitute requires approval from the student's IEP team for one school year.
  • These credits cannot be used if a student is required to take personal fitness or adaptive physical education.

Committee amendment H 453 Filed • Gossett-Seidman

Adopted 1/13/2026

Plain English: This amendment allows students to earn their required physical education credit by participating in interscholastic sports, marching band, or R.O.T.C. classes instead of taking a standard gym class.

  • Playing on a junior varsity or varsity team for two full seasons counts as one credit for physical education.
  • Completing two years of marching band satisfies both the physical education and performing arts requirements, while one semester with a 'C' or better counts for half a credit in either subject.
  • Finishing two years of R.O.T.C. classes that include drills meets both the physical education and performing arts credits.
  • Schools are not allowed to force students to take their required physical education class during 9th grade.
  • The amendment text ends abruptly with 'and or' on line 16, making it unclear if there is additional missing information about how marching band credits apply.
  • This change does not affect students who need adaptive physical education under an Individual Education Plan (IEP) or a 504 plan.
