A bill to be entitled 1
An act relating to Medicaid coverage of blood pressure 2
monitors and cuffs; creating s. 409.90631, F.S.; 3
defining the term "blood pressure monitor and cuff;" 4
requiring the Agency for Health Care Administration to 5
provide coverage for blood pressure monitors and cuffs 6
under the Medicaid pharmacy benefit for certain 7
persons; providing requirements for coverage; 8
providing that coverage of blood pressure monitors and 9
cuffs includes the cost of any necessary repairs or 10
replacement parts; providing coverage qualification 11
requirements for Medicaid recipients; requiring the 12
agency to seek federal approval for implementation of 13
coverage and to include the rate impact in the 14
Medicaid managed medical assistance program and long-15
term care managed care program rates beginning on a 16
specified date; providing an effective date. 17

Be It Enacted by the Legislature of the State of Florida: 19
20
Section 1. Section 409.90631, Florida Statutes, is created 21
to read: 22
409.90631 Coverage of blood pressure monitors and cuffs 23
for Medicaid recipients.— 24
(1) As used in this section, the term "blood pressure 25

monitor and cuff" means a device designed for the purpose of 26
aiding in the treatment of hypertension by measuring blood 27
pressure levels through a validated blood pressure measurement 28
device at home or elsewhere outside the clinic setting. 29
(2) Subject to the availability of funds and subject to 30
any limitations or directions provided in the General 31
Appropriations Act, the agency must provide coverage for blood 32
pressure monitors and cuffs under the Medicaid pharmacy benefit 33
for the treatment of a Medicaid recipient if: 34
(a) The recipient has been diagnosed by his or her primary 35
care physician, or another licensed health care practitioner 36
authorized to make such diagnosis, with hypertension that may be 37
treated with medication; and 38
(b) A health care practitioner with the applicable 39
prescribing authority has prescribed medication to treat the 40
recipient's hypertension and a validated blood pressure monitor 41
and cuff to assist the recipient and practitioner in managing 42
the recipient's hypertension. 43
(3) Coverage under this section includes the cost of any 44
necessary repairs or replacement parts for the blood pressure 45
monitor and cuff. 46
(4) To qualify for continued coverage under this section, 47
the Medicaid recipient must participate in follow-up care with 48
his or her treating health care practitioner, in person or 49
through telehealth, at least once every 6 months during the 50

first 18 months after the first prescription of the blood 51
pressure monitor and cuff for the recipient has been issued 52
under this section, to assess the efficacy of using the blood 53
pressure monitor and cuff for treatment of his or her 54
hypertension. After the first 18 months, such follow-up care 55
must occur at least once every 12 months. 56
(5) The agency shall seek federal approval, if needed, for 57
the implementation of this section. 58
Section 2. The Agency for Health Care Administration shall 59
include the rate impact of this act in the Medicaid managed 60
medical assistance program and long-term care managed care 61
program rates, as applicable, that take effect on or after 62
October 1, 2026. 63
Section 3. This act shall take effect October 1, 2026. 64
