Transportation to annually review provisions naming 12
major commercial service airports for a certain 13
purpose; requiring the department to provide certain 14
notice to the Legislature; providing requirements for 15
such notice; requiring that certain government records 16
created on or after a certain date use such airport 17
names; specifying that airport names are branding 18
designations; providing construction; defining the 19
terms "political subdivision" and "timely commences"; 20
providing that a political subdivision is in 21
compliance with certain provisions under specified 22

Section 1. Paragraph (e) is added to subsection (1) of 27
section 332.0075, Florida Statutes, and subsection (7) is added 28
to that section, to read: 29
332.0075 Commercial service airports; transparency and 30
accountability; penalty.— 31
(1) As used in this section, the term: 32
(e) "Major commercial service airport" means an airport 33
providing commercial service which is a medium or large hub 34
airport under the classification criteria established by the 35
Federal Aviation Administration. 36
(7)(a) The naming of major commercial service airports is 37
preempted to the state. 38
(b) Notwithstanding any law to the contrary, the major 39
commercial service airports are named as follows: 40
1. The airport located at One Jeff Fuqua Boulevard in 41
Orlando, or nearest thereto, is the "Orlando International 42
Airport." 43
2. The airport located at 2100 NW 42nd Avenue in Miami, or 44
nearest thereto, is the "Miami International Airport." 45
3. The airport located at 100 Terminal Drive in Fort 46
Lauderdale, or nearest thereto, is the "Fort Lauderdale-47
Hollywood International Airport." 48
4. The airport located at 4100 George J. Bean Parkway in 49
Tampa, or nearest thereto, is the "Tampa International Airport." 50

5. The airport located at 11000 Terminal Access Road in 51
Fort Myers, or nearest thereto, is the "Southwest Florida 52
International Airport." 53
6. The airport located at 1000 James L Turnage Boulevard 54
in West Palm Beach, or nearest thereto, currently known as the 55
"Palm Beach International Airport," shall be renamed as the 56
"President Donald J. Trump International Airport," subject to 57
approval of the Federal Aviation Administration and execution of 58
an agreement with the rights holder authorizing the commercial 59
use of "President Donald J. Trump International Airport" by Palm 60
Beach County, which must, at a minimum, grant Palm Beach County 61
the perpetual and unrestricted right to use the name "President 62
Donald J. Trump International Airport," as well as reasonable 63
abbreviations thereof or deviations therefrom, at no cost, in 64
signage, advertising, marketing, merchandising, and promotions 65
and for the branding of the airport and its operations, 66
services, and amenities, and all related purposes. 67
7. The airport located at 2400 Yankee Clipper Drive in 68
Jacksonville, or nearest thereto, is the "Jacksonville 69
International Airport." 70
(c) If an airport listed in paragraph (b) no longer meets 71
the classification criteria to be a major commercial service 72
airport, the airport name continues to be valid. 73
(d) The department shall review paragraph (b) annually to 74
identify airports that may be added to or removed from paragraph 75

(b) based on any change in status as a major commercial service 76
airport. If the department identifies any such airport, it must 77
notify the President of the Senate and the Speaker of the House 78
of Representatives 60 days before the next regular legislative 79
session. The notice must include the name of the airport and 80
specify the reasons for the airport's change in status. 81
(e) Government records created on or after July 1, 2026, 82
which refer to airports listed in paragraph (b) must use the 83
airport names provided in paragraph (b). For purposes of this 84
subsection, airport names are branding designations only and do 85
not create or require the creation of a new legal entity. This 86
paragraph does not require a political subdivision to amend any 87
existing agreement with any person or entity solely to update 88
references to the airport name or require a political 89
subdivision to contract in the name of the airport listed in 90
paragraph (b). 91
(f) For purposes of this subsection, the term "political 92
subdivision" means a political subdivision as defined in s. 93
333.01 that owns and controls an airport listed in paragraph 94
(b). Notwithstanding any other provision of law, a political 95
subdivision does not violate any state law, including, but not 96
limited to, chapter 495 and s. 540.08, by using the airport name 97
provided in paragraph (b). 98
(g) A political subdivision is in compliance with this 99
subsection if it diligently pursues all necessary approvals and 100

agreements to implement an airport name change required under 101
this subsection and timely commences signage and branding 102
changes upon receipt of such approvals. For purposes of this 103
paragraph, the term "timely commences" means to initiate 104
planning, procurement, and implementation within a reasonable 105
period after receiving all necessary approvals, taking into 106
account the availability of budgeted funds and the timeframes 107
necessary to comply with applicable procurement laws, 108
regulations, and procedures. 109
Section 2. This act shall take effect July 1, 2026. 110
