Be It Enacted by the Legislature of the State of Florida: 19

Section 1. Present subsection (14) of section 409.147, 21
Florida Statutes, is redesignated as subsection (16) and 22
amended, and new subsections (14) and (15) are added to that 23
section, to read: 24
409.147 Florida Children's Initiatives.— 25

(14) THE BAY COUNTY 32401 CHILDREN'S INITIATIVE.— 26
(a) There is created within Bay County a project called 27
the Bay County 32401 Children's Initiative managed by an entity 28
organized as a not-for-profit corporation registered, 29
incorporated, organized, and operated in compliance with chapter 30
617 and this section. Public policy dictates that the Bay County 31
32401 Children's Initiative operate in the most open and 32
accessible manner consistent with its public purpose. Therefore, 33
the Legislature declares that the Bay County 32401 Children's 34
Initiative is subject to chapter 119, relating to public 35
records; chapter 286, relating to public meetings and records; 36
and chapter 287, relating to the procurement of commodities or 37
contractual services. 38
(b) This initiative is designed to encompass an area that 39
is large enough to include all of the necessary components of 40
community life, including, but not limited to, schools, places 41
of worship, recreational facilities, commercial areas, and 42
common spaces, yet small enough to allow programs and services 43
to reach every member of the neighborhood who is willing to 44
participate in the project. 45
(15) POMPANO RYZE CHILDREN'S INITIATIVE.— 46
(a) There is created within Broward County a project 47
called the Pompano RYZE (Resilient Youth with Zeal to Excel) 48
Children's Initiative managed by an entity organized as a not-49
for-profit corporation registered, incorporated, organized, and 50

operated in compliance with chapter 617 and this section. Public 51
policy dictates that the Pompano RYZE Children's Initiative 52
operate in the most open and accessible manner consistent with 53
its public purpose. Therefore, the Legislature declares that the 54
Pompano RYZE Children's Initiative is subject to chapter 119, 55
relating to public records; chapter 286, relating to public 56
meetings and records; and chapter 287, relating to the 57
procurement of commodities or contractual services. 58
(b) This initiative is designed to encompass an area that 59
is large enough to include all of the necessary components of 60
community life, including, but not limited to, schools, places 61
of worship, recreational facilities, commercial areas, and 62
common spaces, yet small enough to allow programs and services 63
to reach every member of the neighborhood who is willing to 64
participate in the project. 65
(16)(14) IMPLEMENTATION.— 66
(a) The Miami Children's Initiative, Inc., the New Town 67
Success Zone, the Orlando Kidz Zones, the Tampa SSNOP, and the 68
Overtown Children and Youth Coalition, the Bay County 32401 69
Children's Initiative, and the Pompano RYZE Children's 70
Initiative have been designated as Florida Children's 71
Initiatives consistent with the legislative intent and purpose 72
of s. 16, chapter 2009-43, Laws of Florida, and as such shall 73
each assist the disadvantaged areas of this state in creating a 74
community-based service network and programming that develops, 75

coordinates, and provides quality education, accessible health 76
care, youth development programs, opportunities for employment, 77
and safe and affordable housing for children and families living 78
within their boundaries. 79
(b) To implement this section for the Florida Children's 80
Initiatives listed in this section, the department shall 81
contract with a not-for-profit corporation, to work in 82
collaboration with the governing body to adopt the resolution 83
described in subsection (4), to establish the planning team as 84
provided in subsection (5), and to develop and adopt the 85
strategic community plan as provided in subsection (6). The not-86
for-profit corporation is also responsible for the development 87
of a strategic business plan and for the evaluation, fiscal 88
management, and oversight of the Florida Children's Initiatives. 89
Section 2. This act shall take effect July 1, 2026. 90
