An act relating to salvage certificates of title and 2
certificates of destruction; amending s. 319.30, F.S.; 3
requiring insurance companies or their authorized 4
agents to implement control processes and procedures 5
to ensure adequate identity verification of electronic 6
signatures; providing an effective date. 7

Be It Enacted by the Legislature of the State of Florida: 9

Section 1. Paragraph (d) of subsection (3) of section 11
319.30, Florida Statutes, is amended to read: 12
319.30 Definitions; dismantling, destruction, change of 13
identity of motor vehicle, vessel, or mobile home; salvage.— 14
(3) 15
(d) An electronic signature that is consistent with 16
chapter 668 satisfies any signature required under this 17
subsection, except that an electronic signature on an odometer 18
disclosure submitted through an insurance company must be 19
executed using an electronic signature, as defined in s. 20
668.003(4). The insurance company or its authorized agent shall 21
implement control processes and procedures acceptable to the 22
department to ensure adequate identity verification, 23
preservation, disposition, integrity, security, confidentiality, 24
and auditability of the electronic signature, which uses a 25

system providing an Identity Assurance Level, Authenticator 26
Assurance Level, and Federation Assurance Level, as described in 27
the National Institute of Standards and Technology Special 28
Publication 800-63-3, as of December 1, 2017, which are 29
equivalent to or greater than Level 2, for each level, for a 30
certificate of destruction or for a salvage certificate of 31
title. 32
Section 2. This act shall take effect July 1, 2026. 33
