A bill to be entitled 1
An act relating to pet insurance; amending s. 2
626.2815, F.S.; requiring licensees who sell pet 3
insurance to complete specified continuing education; 4
amending s. 627.71545, F.S.; revising requirements for 5
disclosures from a pet insurer to a policyholder; 6
requiring pet insurers to file annually a specified 7
report with the Office of Insurance Regulation; 8
specifying the requirements of such report; providing 9
an effective date. 10

Be It Enacted by the Legislature of the State of Florida: 12

Section 1. Paragraph (k) is added to subsection (3) of 14
section 626.2815, Florida Statutes, to read: 15
626.2815 Continuing education requirements.— 16
(3) Each licensee except a title insurance agent must 17
complete a 4-hour update course every 2 years which is specific 18
to the license held by the licensee. The course must be 19
developed and offered by providers and approved by the 20
department. The content of the course must address all lines of 21
insurance for which examination and licensure are required and 22
include the following subject areas: insurance law updates, 23
ethics for insurance professionals, disciplinary trends and case 24
studies, industry trends, premium discounts, determining 25

suitability of products and services, and other similar 26
insurance-related topics the department determines are relevant 27
to legally and ethically carrying out the responsibilities of 28
the license granted. A licensee who holds multiple insurance 29
licenses must complete an update course that is specific to at 30
least one of the licenses held. Except as otherwise specified, 31
any remaining required hours of continuing education are 32
elective and may consist of any continuing education course 33
approved by the department under this section. 34
(k) For a licensee who sells pet insurance, the continuing 35
education required under this section must include 2 hours of 36
continuing education relating to pet insurance during each 37
biennial compliance period. 38
Section 2. Present subsections (10) and (11) of section 39
627.71545, Florida Statutes, are redesignated as subsections 40
(11) and (12), respectively, a new subsection (10) is added to 41
that section, and paragraph (e) of subsection (6) of that 42
section is amended, to read: 43
627.71545 Pet insurance; noninsurance wellness programs.— 44

(e) At the time a pet insurance policy is issued or 46
delivered to a policyholder, the pet insurer shall provide the 47
policyholder with a copy of the Insurer Disclosure of Important 48
Policy Provisions document required under paragraph (d), in at 49
least 12-point type. At such time, the pet insurer shall also 50

include a written disclosure with all of the following: 51
1. Contact information for the Division of Consumer 52
Services of the department, including a link and toll-free 53
telephone number, for consumers to submit inquiries and 54
complaints relating to pet insurance products regulated by the 55
department or office. 56
2. The address and customer service telephone number of 57
the pet insurance agent. 58
3. A summary of the key policy features, written in plain 59
language and on a form adopted by the commission by rule, 60
including, at a minimum, coverage limits and deductibles, 61
waiting periods, exclusions, preexisting condition rules, and 62
whether the policy includes wellness benefits. 63
(10) Each pet insurer authorized to transact pet insurance 64
under this section shall file with the office by March 1 of each 65
year a report containing all of the following information for 66
the preceding calendar year: 67
(a) The number of pet insurance policies issued, renewed, 68
and canceled. 69
(b) Aggregate premium and claims data. 70
(c) Data on policy denials and rescissions, including the 71
reason for each denial or rescission. 72
(d) Information on waiting periods, exclusions, and 73
wellness program offerings. 74
(e) Any other information required by rule of the 75

commission. 76
Section 3. This act shall take effect July 1, 2026. 77
