An act relating to cybersecurity experiential 2
learning; amending s. 1004.444, F.S.; requiring, 3
subject to legislative appropriation, the Florida 4
Center for Cybersecurity (Cyber Florida) to develop 5
the Cybersecurity Experiential Learning Program; 6
providing requirements for the program; providing 7
reporting requirements for Cyber Florida related to 8
participation in and improvement of the program; 9
providing an effective date. 10

Be It Enacted by the Legislature of the State of Florida: 12

Section 1. Subsection (4) is added to section 1004.444, 14
Florida Statutes, to read: 15
1004.444 Florida Center for Cybersecurity.— 16
(4) Subject to appropriation, the center shall assist in 17
the expansion of experiential learning opportunities for 18
students at state universities, Florida College System 19
institutions, and private postsecondary educational institutions 20
by: 21
(a) Developing a Cybersecurity Experiential Learning 22
Program. The center shall: 23
1. Identify specific internship and experiential learning 24
opportunities that the United States Department of Commerce's 25

National Institute of Standards and Technology (NIST) has 26
identified as the most impactful on a student's job placement in 27
high-demand cybersecurity roles. 28
2. Consult with employers in this state with openings or 29
anticipated openings in cybersecurity roles or other industries 30
that perform work that require a security clearance. 31
3. Review best practices for cybersecurity experiential 32
learning opportunities in place at other National Security 33
Agency National Centers of Academic Excellence in Cybersecurity-34
designated institutions within and outside of the state that can 35
be replicated at institutions across the state, including those 36
that NIST has identified as the most impactful on a student's 37
job placement in high-demand cybersecurity roles. 38
4. Establish the minimum qualifications that a student 39
should possess or meet before enrolling in the Cybersecurity 40
Experiential Learning Program. 41
5. Identify the state universities, Florida College System 42
institutions, and private postsecondary educational institutions 43
seeking to participate in the program and the projected number 44
of students to be served at each participating institution 45
during the fiscal year. 46
(b) Publishing on its website, by July 1, 2028, and on 47
July 1 of each year thereafter, a report on the Cybersecurity 48
Experiential Program that contains, by institution, the number 49
of students participating in the program, the number of program 50

completers, the passage rate of any certification examinations, 51
the placement rate of program completers in cybersecurity 52
positions, and recommendations for program improvements, 53
including potential integration with other state workforce 54
initiatives. 55
Section 2. This act shall take effect July 1, 2026. 56
