Be It Enacted by the Legislature of the State of Florida: 33

Section 1. Section 282.31855, Florida Statutes, is created 35
to read: 36
282.31855 Local Government Cybersecurity Protection 37
Program.— 38
(1) The Local Government Cybersecurity Protection Program 39
is created within the Florida Digital Service, to be 40
administered by the Florida Digital Service. The purpose of the 41
grant program is to assist eligible local governments in 42
mitigating and defending against cybersecurity threats, 43
including, but not limited to, ransomware incidents. 44
(2) Under the grant program, the Florida Digital Service 45
shall enter into data-sharing agreements with local governments 46
as necessary to facilitate the collection, analysis, and 47
exchange of security-related information to support the 48
detection, prevention, and response to cybersecurity incidents 49
consistent with s. 282.318. 50

(3)(a) The Florida Digital Service shall administer the 51
grant program based on objective eligibility and evaluation 52
criteria to provide information technology commodities and 53
services directly to local governments for the purpose of 54
developing and enhancing cybersecurity risk management programs 55
consistent with s. 282.3185. 56
(b) The Florida Digital Service shall contract for 57
information technology commodities and services and shall award 58
such commodities and services to local governments eligible 59
under the grant program criteria. 60
(c) In awarding information technology commodities and 61
services, the Florida Digital Service shall give preference to 62
fiscally constrained counties as described in s. 218.67(1). 63
(d) Grants shall be awarded to eligible local governments 64
by December 1 of each year. 65
(e) A local government may purchase information technology 66
commodities and services from the contracts managed by the 67
Florida Digital Service to administer this section even if it 68
does not apply for or receive a grant award. The local 69
government shall be solely responsible for all costs associated 70
with such purchases. 71
(f) Beginning December 15, 2027, and each year thereafter, 72
the Florida Digital Service shall prepare and submit to the 73
Governor's Office of Policy and Budget and the chairs of the 74
legislative appropriations committees a report on the 75

implementation and outcomes of the grant program for the 76
preceding fiscal year. The report must include: 77
1. The total number of grant applications received and 78
number and dollar amount of grants awarded, as well as the 79
number of applications denied, withdrawn, or deemed ineligible. 80
2. A list of the local governments awarded a grant, 81
identifying the cybersecurity commodities or services funded by 82
each grant and their purpose. 83
3. A description of federal and other funds received and 84
used in furtherance of the grant program. 85
(4) The Florida Digital Service may apply for and accept 86
any funds or grants made available to it by any agency or 87
department of the Federal Government to further the grant 88
program. 89
(5) This section shall stand repealed on July 1, 2031, 90
unless reviewed and saved from repeal through reenactment by the 91
Legislature. 92
Section 2. This act shall take effect July 1, 2026. 93
