Be It Enacted by the Legislature of the State of Florida: 10

Section 1. Subsection (8) of section 627.4463, Florida 12
Statutes, as created by HB 1531 or similar legislation, 2026 13
Regular Session, is amended to read: 14
627.4463 Florida Health Insurance Exchange; government-15
facilitated purchases and sales of individual and small employer 16
health and dental plans.— 17
(8) FUNDING; PUBLICATION OF COSTS; VENDOR TO BUILD AND 18
MANAGE EXCHANGE.— 19
(a) The exchange may charge assessments or user fees to 20
health carriers or otherwise may generate funding necessary to 21
support the operations provided under this section. 22
(b) The exchange shall publish the average costs of 23
licensing, regulatory fees, and any other payments required by 24
the exchange, and the administrative costs of the exchange, on a 25

website to educate consumers on such costs. This information 26
must include information on moneys lost to waste, fraud, and 27
abuse. 28
(c) The commissioner and the office shall contract with a 29
vendor selected by a competitive procurement to build and manage 30
the exchange. 31
Section 2. This act shall take effect July 1, 2026, but 32
only if HB 1531 or similar legislation is adopted in the same 33
legislative session or an extension thereof and becomes a law. 34
