Public Employment Cost Items

This bill provides funding for salary adjustments and other cost items negotiated between the State and Bargaining Unit (10) members, including those not part of the union, for fiscal years 2025-2027.

What This Bill Does

  • Provides money to cover costs agreed upon in negotiations with Bargaining Unit (10).
  • Includes salary increases for both union and non-union workers who have similar pay plans as those in the bargaining unit.
  • Requires the director of finance to distribute funds to state departments and agencies.
  • Specifies that any leftover money not spent by certain dates will be lost.

Who It Names or Affects

  • Members of Bargaining Unit (10) and their non-union counterparts.
  • State departments and agencies receiving funding for these cost items.

Terms To Know

Bargaining Unit
A group of employees who negotiate with the employer over terms of employment, such as wages and benefits.
Fiscal Biennium
A two-year period used for budget planning by governments.

Limits and Unknowns

  • The bill does not specify exact amounts of funding.
  • It is unclear how the lack of specified funding will affect implementation.

Amendments

These notes stay tied to the official amendment files and metadata from the legislature.

HD1

1

Hawaii published version HD1

Plain English: The amendment provides funding allocations for various state departments and entities related to public employment cost items, including salary increases and other cost adjustments.

  • Allocates funds from different sources (general, special, federal, and other) for collective bargaining statewide and administration purposes in fiscal biennium 2025-2027.
  • Specifies that the director of finance will allocate these funds to appropriate state departments or entities for expenditure as needed.
  • Includes provisions for salary increases and cost adjustments for officers and employees excluded from collective bargaining but belonging to similar compensation plans.
  • The amendment specifies funding amounts as '-0-', indicating no specific monetary values are provided, which limits understanding of the exact financial impact.
  • The bill's effective date is listed as July 1, 3000, which seems to be an error or placeholder and does not provide a clear implementation timeline.
SD1

3

Hawaii published version SD1

Plain English: The amendment allocates funding for salary increases and cost adjustments for certain state employees over fiscal years 2025-2026 and 2026-2027, but specifies that no funds are provided.

  • Allocates sums or necessary amounts from various sources of funding to cover collective bargaining cost items and salary increases for specific groups of state employees over the fiscal biennium 2025-2027.
  • Specifies that all financial allocations listed in the amendment are set at zero (-0-) across different types of funds (General, Special, Federal, Other) for both fiscal years.
  • The exact impact and purpose behind setting all funding amounts to zero is unclear without additional context.
  • No specific dollar figures or allocations are provided in the amendment text, which limits understanding of its practical implications.
