Hawaii published version HD1

Plain English: This amendment establishes a community fuels reduction project to prevent wildfires by clearing flammable vegetation, creating firebreaks, reducing grasses, and providing water infrastructure, with annual reports to the legislature starting in 2026.

  • The Department of Land and Natural Resources will create and manage a project to reduce wildfire risks on state lands near communities.
  • This includes removing flammable vegetation within thirty feet of developed areas like schools and homes to create firebreaks.
  • Funds are appropriated for the project starting in fiscal year 2025-2026, with ongoing funding required each year thereafter.
  • The exact amount of funds appropriated is not specified; it states 'or so much thereof as may be necessary'.
  • The amendment specifies an effective date far in the future (July 1, 3000), which seems unusual and might need clarification.
