Authorizes the Board of Education to conduct a written performance evaluation of each Complex Area Superintendent every two years. Appropriates funds to establish two Deputy Superintendent positions within the Office of the Superintendent. Effective 7/1/2050. (SD1)

A BILL FOR AN ACT

relating
to education

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1.
�
Chapter 36, Hawaii Revised Statutes, is
amended by adding a new section to part II to be appropriately designated and
to read as follows:

����
"
�36-
�
Early
childhood education investment special fund.
�
(a)
�

There is established within the state treasury the early childhood
education investment special fund, to be administered by the department of
budget and finance.
�
The special fund
shall consist of:

����
(1)
�
Legislative
appropriations;

����
(2)
�
Grants, gifts,
and donations from public or private sources;

����
(3)
�
Investment
earnings of the fund; and

����
(4)
�
Any other
moneys received for the purposes of this section.

����
(b)
�
Moneys in the fund shall be used for the sole
purpose of generating investment income to support early childhood education
programs.

����
(c)
�
The director of finance may invest moneys in
the fund in market
‑
based financial instruments
in accordance with applicable state investment policies.

����
(d)
�
The director of finance shall transfer
investment returns generated under this section to the early learning special
fund under section 302L-5.

����
(e)
�
The director of finance shall submit an
annual report to the legislature no later than twenty days prior to the
convening of each regular session.
�
The
report shall detail:

����
(1)
�
Amounts deposited
into the early childhood education investment special fund;

����
(2)
�
Investments selected
by the director of finance;

����
(3)
�
Net profit or
loss from the investments; and

����
(4)
�
Amounts
transferred to the early learning special fund.
"

SECTION 2.
�
There is appropriated out of the general
revenues of the State of Hawaii the sum of
$ or so much
thereof as may be necessary for fiscal year 2026-2027 for deposit into the
early childhood education investment special fund.

����
The sum appropriated shall be
expended by the department of budget and finance for the purposes of this Act.

����
SECTION 3.
�
New statutory material is underscored.

SECTION 4.
�
This Act shall take effect on July 1, 2026.
