HOUSE CONCURRENT
RESOLUTION
REQUESTING THE CITY AND COUNTY OF HONOLULU TO PLAN,
DESIGN, AND CONSTRUCT A COMMUNITY RECREATION COMPLEX IN ʻEWA BEACH AT OR
NEAR Puʻuloa District Park
.

WHEREAS, the
ʻEwa region, including ʻEwa Beach, Ocean Pointe, Ho�opili, and
surrounding communities, has experienced significant population growth over the
past four decades; and
����
WHEREAS, the
population of the ʻEwa area is estimated to exceed eighty five thousand
residents and continues to grow rapidly as new housing developments are
completed; and
����
WHEREAS, despite
this rapid growth, the number of recreational facilities available to serve
residents has not kept pace with community needs; and
����
WHEREAS, existing
park facilities are frequently overcrowded, limiting opportunities for youth
sports, community gatherings, and healthy outdoor activities; and
����
WHEREAS, residents
of the ʻEwa community have expressed strong interest in expanded
recreational opportunities, including basketball courts, volleyball courts,
soccer fields, and community recreation space; and
����
WHEREAS, the
development of a modern recreation complex would support youth sports leagues,
promote physical health and wellness, and provide a safe and welcoming
gathering place for families and residents of all ages; and
����
WHEREAS, a
twenty acre recreation complex could include multiple basketball courts,
volleyball courts, pickleball courts, soccer fields, baseball or softball
fields, a gymnasium, playgrounds, walking paths, community meeting space, and
other amenities that serve the needs of the growing ʻEwa community; and
����
WHEREAS, collaboration
between the State and the City and County of Honolulu can help identify
resources, land use opportunities, and planning strategies to support the
development of new recreational facilities in the ʻEwa region; now,
therefore,
����
BE IT
RESOLVED by the House of Representatives of the Thirty-third Legislature of the
State of Hawaii, Regular Session of 2026, the Senate concurring, the City and
County of Honolulu is requested to plan, design, and construct a community
recreation complex in ʻEwa Beach at or near Puʻuloa District Park;
and

BE IT FURTHER
RESOLVED that the City and County of Honolulu is encouraged to include
facilities such as basketball courts, volleyball courts, pickleball courts,
soccer fields, baseball or softball fields, playground areas, walking paths,
community meeting rooms, and a gymnasium or recreation center in the recreation
complex; and
����
BE IT FURTHER
RESOLVED that the City and County of Honolulu Department of Parks and
Recreation is requested to work with the State of Hawaiʻi, community
organizations, and residents to evaluate potential locations, facility needs,
and funding opportunities for the development of this recreation complex; and
����
BE IT FURTHER
RESOLVED that certified copies of this Concurrent Resolution be transmitted to the
Mayor of the City and County of Honolulu and Director of the City and County of
Honolulu Department of Parks and Recreation.
