AVENUE, LAUIKI STREET, AND KAMOKU STREET INTERSECTIONS WITH HIHIWAI STREET TO
IMPROVE PEDESTRIAN SAFETY NEAR ALA WAI ELEMENTARY SCHOOL AND THE SURROUNDING
COMMUNITY

WHEREAS, the
intersections of University Avenue and Hihiwai Street, Lauiki Street and
Hihiwai Street, and Kamoku Street and Hihiwai Street are located in a
high-density residential area in Honolulu, with numerous apartment buildings,
consistent vehicle traffic, and high volumes of pedestrians, including
schoolchildren, kupuna, and families, traveling to nearby destinations; and

WHEREAS, all
three intersections serve as key pedestrian corridors to Ala Wai Elementary
School, Ala Wai Park, and
ʻ
Iolani
School; and

����
WHEREAS, the
University Avenue and Hihiwai Street and Kamoku Street and Hihiwai Street
intersections are three-way stops, which can create confusion for drivers and
present hazards for pedestrians attempting to cross safely; and

����
WHEREAS, the
Lauiki Street and Hihiwai Street intersection has only a single stop sign on
Lauiki Street, with no stop control for vehicles traveling on Hihiwai Street,
and currently features only a painted crosswalk, making it especially
vulnerable to speeding and inattentive driving; and

WHEREAS, students
walking to Ala Wai Elementary School regularly use the Lauiki Street crossing,
making it a critical safety point that lacks adequate traffic-calming
infrastructure; and

����
WHEREAS, raised
crosswalks are a proven safety measure that physically slow vehicles, improve
pedestrian visibility, and alert drivers to the presence of crossings, especially
in school zones and high-foot-traffic areas; and

����
WHEREAS, the
City and County of Honolulu has adopted Vision Zero goals that include a
commitment to eliminating traffic fatalities and serious injuries through
infrastructure that prioritizes pedestrian and bicycle safety; now, therefore,

BE IT
RESOLVED by the House of Representatives of the Thirty-third Legislature of the
State of Hawaii, Regular Session of 2026, the Senate concurring, that the
Department of Transportation Services for the City and County of Honolulu is
urged to install raised crosswalks at the University Avenue, Lauiki Street, and
Kamoku Street intersections with Hihiwai Street to improve pedestrian safety
near Ala Wai Elementary School and the surrounding community; and

BE IT FURTHER
RESOLVED that certified copies of this Concurrent Resolution be transmitted to the
Mayor of the City and County of Honolulu, Councilmember of the Honolulu City Council
representing District 5, Director of the Department of Transportation Services
for the City and County of Honolulu, Interim Police Chief of the Honolulu
Police Department, Principal of Ala Wai Elementary School, and Head of School
of
ʻ
Iolani School.
