STATE OF HAWAII

HOUSE RESOLUTION

requesting the department of transportation AND PUBLIC
UTILITIES COMMISSION to develop a framework TO REGULATE transportation network
companies under the motor carrier law
.

WHEREAS, transportation
network companies, which use online-enabled platforms to connect passengers
with drivers using personal vehicles, have become a significant component of
the State's modern transportation system; and

����
WHEREAS, transportation
network companies increasingly operate in a manner comparable to regulated
passenger motor carriers; and

����
WHEREAS, despite
these similarities, transportation network companies are not regulated under
the State's Motor Carrier Law; and

����
WHEREAS, regulating
transportation network companies under the Motor Carrier Law will promote
equitable treatment, ensure uniform safety standards, and provide clarity for
consumers and operators; now, therefore,

BE IT
RESOLVED by the House of Representatives of the Thirty-third Legislature of the
State of Hawaii, Regular Session of 2026, that the
Department of Transportation and Public Utilities Commission are
requested to develop a framework to regulate transportation network companies under
the Motor Carrier Law
; and

BE IT FURTHER
RESOLVED that the
Department
of Transportation and Public Utilities Commission are requested to submit a
report of their findings and recommendations, including any proposed
legislation, to the Legislature no later than twenty days prior to the
convening of the Regular Session of 2027
; and

BE IT FURTHER
RESOLVED that certified copies of this Resolution be transmitted to the Director
of Transportation and Chair of the Public Utilities Commission.
