STATE OF HAWAII
HOUSE RESOLUTION
requesting the hawaii emergency management agency to
assist in organizing a statewide summit of organizations working on community
resilience hubs
.

WHEREAS, the
increasing likelihood and severity of natural disasters caused by climate
change have made emergency preparedness to protect lives and property more
urgent; and
����
WHEREAS, community
resilience hubs can help residents prepare for natural or human-caused
disasters by serving as centers for coordination, resources, and information
before, during, and after emergencies; and
����
WHEREAS, organizations
throughout the State are actively working to develop and support community
resilience hubs, including organizations that possess significant expertise and
experience in community-based disaster preparedness; and
����
WHEREAS, convening
a statewide summit of organizations working on community resilience hubs would
provide an opportunity for stakeholders to share best practices, strengthen
partnerships, and develop coordinated strategies to enhance community
resilience across Hawaii; now, therefore,
����
BE IT
RESOLVED by the House of Representatives of the Thirty-third Legislature of the
State of Hawaii, Regular Session of 2026, that the Hawaii Emergency Management
Agency is requested to assist in organizing a statewide summit of organizations
working on community resilience hubs; and
����
BE IT FURTHER
RESOLVED that the Hawaii Emergency Management Agency is requested to partner
with Vibrant Hawaii and Community Engagement for Resilient Neighborhoods, who
are requested to take the lead in organizing the summit, including:

(1)

Coordinating with relevant organizations on
Oahu and across the State that are engaged in community resilience hub
initiatives; and
����
(2)
�
Exploring strategies for establishing and
strengthening community resilience hubs throughout the State; and
����
BE IT FURTHER
RESOLVED that the Hawaii Emergency Management Agency is requested to support
the planning and coordination of the summit and provide technical assistance
and subject matter expertise, as appropriate; and
����
BE IT FURTHER
RESOLVED that the Hawaii Emergency Management Agency is requested to submit a
report of its findings and recommendations regarding the establishment of
community resilience hubs in the State, including any proposed legislation, to
the Legislature no later than twenty days prior to the convening of the Regular
Session of 2027; and
����
BE IT FURTHER
RESOLVED that certified copies of this Resolution be transmitted to the
Administrator of the Hawaii Emergency Management Agency, Chief Executive
Officer of Vibrant Hawaii, and Director of the Community Engagement for
Resilient Neighborhoods.
