WHEREAS,
Robert "Bob" Toyofuku
has
devoted decades of his professional life to supporting Hawai
ʻ
i's legal community
through education, mentorship, and service; and

����
WHEREAS,
Robert "Bob" Toyofuku
grew up
in Kaimukī and went on to graduate from Tufts University in 1962, eventually
earning his law degree from the Boston University School of Law in 1965; committed
to strengthening and improving the practice of law, he returned to Hawai
ʻ
i to begin his
professional career; and

WHEREAS, early
in his career,
Robert "Bob"
Toyofuku
worked in the Hawai
ʻ
i
office of United States Representative Cecil Heftel, gaining valuable
experience in public service and observing the impact of lawmaking on the
broader community; and

WHEREAS,
Robert "Bob" Toyofuku
went on
to help establish the first continuing legal education program at the
University of Hawai
ʻ
i's
law school, before it was named the William S. Richardson School of Law; he also
taught legal writing, helping to prepare future attorneys through instruction that
emphasized clarity, professionalism, and well-reasoned legal analysis; and

Robert "Bob" Toyofuku
later
founded the Pacific Law Institute, a nonprofit educational organization
dedicated to providing continuing legal education programs for attorneys
throughout Hawai

attorneys to remain informed and uphold the highest standards of the profession,

organized numerous seminars that addressed emerging legal issues, professional
responsibility, and ethics; and

supported the Court Annexed Arbitration Program by providing education and
training for attorneys participating in this important alternative dispute
resolution program; and

Robert "Bob"
Toyofuku
provided attorneys with accessible insights into important
appellate rulings by summarizing and analyzing decisions of the Hawai
ʻ
i Intermediate Court
of Appeals and the Hawai
ʻ
i
Supreme Court; and

WHEREAS, through
his decades of work in support of legal education and professional development,

Robert "Bob" Toyofuku

has been instrumental in guiding and mentoring generations of attorneys in the
State; now, therefore,

RESOLVED by the House of Representatives of the Thirty-third Legislature of the
State of Hawai

Regular Session of 2026, that this body hereby commends and honors
Robert "Bob" Toyofuku
for his
many years of service and contributions to Hawai

legal community and extends to him its warmest aloha and sincere appreciation
for his leadership and commitment to improving the legal profession in the
