A BILL FOR AN ACT
relating
to bicycles
.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1.
�
The
legislature finds that with the increase of the number of bicycles on the
roads, the State needs to assess the number of riders on the State's roadways
on an annual basis to evaluate whether to increase the amount of funds available
for bikeways via the bikeway fund.
����
Therefore, the purpose of this Act is to
require bike owners to pay a registration fee each year to increase funds
deposited into the bikeway fund.
����
SECTION

Section 249-14, Hawaii Revised Statutes, is
amended by amending subsections (a) and (b) to read as follows:

"(a)
�
Bicycles having two tandem wheels that are twenty inches or more in
diameter are required to be registered and shall be subject to [
a permanent
]
an annual
registration fee of $15, to be paid by the owners
each year
thereof to the director of finance.
����
(b)
�
A low-speed electric bicycle, as defined
under title 15 United States Code section 2085, shall be required to be
registered, and shall be subject to [
a permanent
]
an annual
registration
fee of $30, to be paid by the owners
each year
thereof to the director
of finance."
����
SECTION 3.
�
This Act does not affect rights and duties that matured, penalties that
were incurred, and proceedings that were begun before its effective date.

SECTION 4.
�
Statutory material to be repealed is bracketed and stricken.
�
New statutory material is underscored.
����
SECTION 5.
�
This Act shall take effect upon its approval.
