SENATE CONCURRENT

RESOLUTION

requesting the department of agriculture and biosecurity and
department of law enforcement to increase penalties and enforcement MECHANISMS
for dog attacks on livestock
.

WHEREAS, livestock
production is an important contributor to the State's economy, food security,
and land stewardship; and

����
WHEREAS, livestock
producers responsibly manage their animals through fencing and low-stress
handling techniques to ensure the animals' health and well-being; and

����
WHEREAS, uncontrolled
dogs often harass, injure, or kill livestock, causing significant losses; and

����
WHEREAS, livestock
producers experience severe financial and emotional impacts from dog attacks,
as a single attack can result in the loss of up to eighty animals; now,
therefore,

BE IT
RESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii,
Regular Session of 2026, the House of Representatives concurring, that the
Department of Agriculture and Biosecurity and Department of Law Enforcement are
requested to increase penalties and enforcement mechanisms for dog attacks on
livestock; and

BE IT FURTHER
RESOLVED that certified copies of this Concurrent Resolution be transmitted to the
Chairperson of the Board of Agriculture and Biosecurity and Director of Law
Enforcement.
