SENATE CONCURRENT

RESOLUTION

requesting the president of the united states and
congress to supply ukraine with the weapons needed to fully defend itself
against russian attacks and retake its territory as recognized by international
law
.

WHEREAS, Ukraine
declared independence from the Soviet Union on August 24, 1991; and

����
WHEREAS, in
1994, Ukraine signed the Budapest Memorandum and relinquished its nuclear
weapons in exchange for security guarantees from Russia, the United States, and
United Kingdom; and

����
WHEREAS, the
United States and Ukraine have established diplomatic relations since Ukraine's
independence from the Soviet Union; and

����
WHEREAS, in
2014, Russia violated the Budapest Memorandum and seized the Crimea peninsula
from Ukraine, and began incursions into Ukrainian territory in the Donbas
region; and

����
WHEREAS, on
February 24, 2022, Russia invaded Ukraine in an attempt to extinguish Ukrainian
independence, predicting that it would take mere weeks to conquer Ukraine; and

����
WHEREAS, according
to the United Nations, as of November 2025, there have been 53,006 civilian
casualties, including 14,534 deaths, since the full-scale invasion of Ukraine
by Russia in 2022; and

����
WHEREAS, according
to the Center for Strategic International Studies, since 2022, Russian forces
have suffered nearly 1,200,000 casualties; and

����
WHEREAS, one
third of Ukraine's population has been displaced, with as many as 1,600,000
Ukrainians forcibly transferred to Russian territories by Russian forces; and

����
WHEREAS, since
2022, Russia has captured twelve percent of Ukrainian land; and

����
WHEREAS, according
to the Center for Strategic International Studies, if current casualty rates
continue, the combined Russian and Ukrainian casualties could reach two million
by the spring of 2026; and

����
WHEREAS,
Russia's losses in Ukraine are five times higher than its total losses from all
Russian and Soviet wars since World II combined, including the war in
Afghanistan and two Chechen wars; and

����
WHEREAS,
Russia is deploying drones and bombs to destroy major power grids in Ukraine,
leaving civilians with limited and sometimes no access to electricity, heating,
or running water; and

����
WHEREAS,
Ukrainians are struggling to stay warm during the harsh winter; and

����
WHEREAS,
without the withdrawal or expulsion of Russian troops in Ukraine, the war,
which has lasted four deadly years, will continue with no end in sight; and

����
WHEREAS, the
current aid provided by the United States to Ukraine has allowed the country to
defend itself and launch a counteroffensive to retake territory from Russia
while providing necessary humanitarian relief for Ukraine's population; now,
therefore,

BE IT
RESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii,
Regular Session of 2026, the House of Representatives concurring, that the
President of the United States and Congress are requested to supply Ukraine
with the weapons needed to fully defend itself against Russian attacks and
retake its territories as recognized by international law; and

BE IT FURTHER
RESOLVED that President Trump is urged to negotiate the withdrawal of all
Russian forces from Ukraine; and

����
BE IT FURTHER
RESOLVED that this body affirms support and solidarity with the free and
independent people of Ukraine; and

����
BE IT FURTHER
RESOLVED that certified copies of this Concurrent Resolution be transmitted to the
President of the United States, Speaker of the United States House of
Representatives, President Pro Tempore of the United States Senate, members of
the Hawaii congressional delegation, and Governor.
