RESOLUTION

Requesting the Department of Education to develop
artificial intelligence literacy curricula plans and programs for use in public
schools
.

WHEREAS, emerging
artificial intelligence technologies are rapidly evolving and reshaping various
settings, including educational environments; and

����
WHEREAS, during
the 2024-2025 school year, eighty-six percent of students nationwide reportedly
used artificial intelligence tools for educational purposes, including tutoring
support and feedback generation; and

����
WHEREAS, despite
this widespread adoption, most students receive limited to no formal
instruction in the use, limitations, or ethical implications of artificial
intelligence technologies; and

����
WHEREAS, intentional
artificial intelligence implementation can offer meaningful educational
benefits, including personalizing instruction, providing immediate feedback,
and supporting multilingual learners and students with diverse learning needs;
and

����
WHEREAS, independent
student use of these technologies without formal instruction, however,
increases the risk of misuse and educational harm, including through cognitive
off-loading, undermining long-term skill development, academic integrity
violations, and exacerbation of educational inequities due to unequal access to
high-quality tools; and

����
WHEREAS, preparing
students with foundational artificial intelligence literacy is also now
integral to college and workforce readiness due to the increasing prevalence of
artificial intelligence technologies in many industries and rising demand for a
technologically capable workforce; and

����
WHEREAS, establishing
a balanced instructional approach to artificial intelligence that recognizes
its reality, potential, and perils will support its adoption as a tool for
learning, rather than a threat to academic integrity; now, therefore,

BE IT
RESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii,
Regular Session of 2026, the House of Representatives concurring, that the
Department of Education is requested to develop artificial intelligence
literacy curricula plans and programs for use in public schools; and

BE IT FURTHER
RESOLVED that the artificial intelligence literacy curricula plans and programs
are requested to include but not be limited to:

(1)

Defining artificial intelligence and its key
concepts;

����
(2)
�
Comprehending the fundamentals of artificial
intelligence perception, machine learning, and generative artificial
intelligence;

����
(3)
�
Applying best practices for artificial
intelligence use, including in academic and professional settings;

����
(4)
�
Analyzing the ethical implications and
prioritizing the ethical use of artificial intelligence;

����
(5)
�
Examining continuing innovations in artificial
intelligence technology; and

����
(6)
�
Analyzing artificial intelligence as it
relates to the State's history, environment, and culture; and

����
BE IT FURTHER
RESOLVED that the Department of Education is requested to submit the artificial
intelligence literacy curricula plans and programs it develops for use in
public schools to the Legislature no later than twenty days prior to the
convening of the Regular Session of 2027; and

����
BE IT FURTHER
RESOLVED that certified copies of this Concurrent Resolution be transmitted to the
Superintendent of Education and Chairperson of the Board of Education.
