STATE OF HAWAII

SENATE CONCURRENT

RESOLUTION

encouraging the state to examine requiring automated
external defibrillators in all state-owned buildings and pursue existing
automated external defibrillator programs
.

����
WHEREAS, an
automated external defibrillator (AED) is a portable device that can be used to
treat a person whose heart has suddenly gone into cardiac arrest; and

����
WHEREAS, specifically,
AEDs automatically analyze the heart rhythm in people who are experiencing
cardiac arrest and are able to deliver electrical shock to the heart to restore
its normal rhythm; and

����
WHEREAS, however,
probability of survival decreases by seven percent to ten percent for every
minute that a victim stays in a life-threatening arrhythmia; and

����
WHEREAS, in
concurrence with increasing public access to AEDs, classes and trainings are
essential to supporting successful defibrillation; and

����
WHEREAS, while
major organizations such as the University of Hawaii and American Heart
Association offer first aid training that includes AED education, the State
does not have any existing AED legislatively mandated educational programs; and

����
WHEREAS, expanding
access to AEDs and AED training programs will support local community health
and save lives throughout the State; now, therefore,

BE IT
RESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii,
Regular Session of 2026, the House of Representatives concurring, that the
State is encouraged to examine requiring automated external defibrillators in
all state-owned buildings and pursue existing automated external defibrillator
programs; and

BE IT FURTHER
RESOLVED that certified copies of this Concurrent Resolution be transmitted to the
Director of Health and Comptroller.
