STATE OF HAWAII
SENATE RESOLUTION
REQUESTING THE CITY AND COUNTY OF HONOLULU TO CONSIDER
CHANGING THE CONFIGURATION OF BICYCLE LANES AND ON-STREET PARKING STALLS TO ALIGN
WITH THE FLOW OF VEHICULAR TRAFFIC, ESPECIALLY ON ONE-WAY STREETS

WHEREAS, the
City and County of Honolulu is committed to ending traffic violence on the
island of Oahu through its Oahu Vision Zero Action Plan; and
����
WHEREAS, the
goal of the Oahu Vision Zero Action Plan is to eliminate all fatalities and
severe injuries on Honolulu's roads while supporting safe, healthy, and
equitable transportation choices; and
����
WHEREAS, the
safety of bicyclists is of great importance to the State and to the City and
County of Honolulu; and
����
WHEREAS, bicycle
lanes on the island of Oahu are intended to provide bicyclists with safe paths
for transportation; and
����
WHEREAS, bicycle
lanes that allow bicyclists to travel against the flow of vehicular traffic can
be a safety hazard to bicyclists, as well as to pedestrians and motorists,
especially at one-way streets where the visibility is restricted; and
����
WHEREAS, when
bicycle lanes allow bicycles to travel in both directions on one-way streets, persons
exiting abutting business driveways often have difficulty seeing the oncoming
bicyclists, who may approach from either direction; and
����
WHEREAS, when
bicycle lanes are adjacent to on-street parking stalls, this further limits the
viewing angle of drivers exiting abutting driveways, increasing the risk of
accidents; now, therefore,

BE IT
RESOLVED by the Senate of the Thirty-third Legislature of the State of Hawaii,
Regular Session of 2026, that the City and County of Honolulu is requested to
consider changing the configuration of bicycle lanes and on-street parking
stalls to align with the flow of vehicular traffic, especially on one-way
streets; and

BE IT FURTHER
RESOLVED that certified copies of this Resolution be transmitted to the Mayor
of the City and County of Honolulu, Chairperson of the Honolulu City Council,
and Director of Transportation Services of the City and County of Honolulu.
