SECTION
1.
That
Section
36

413,
Idaho
Code,
be,
and
the
same
is
hereby

amended
to
read
as
follows:

LICENSE
CERTIFICATE

FEE.
(a)
The
fish
and
game

commission
shall
issue
rules
and
regulations
to
administer
a
lifetime
li
-

cense
certificate
system.

(b)
A
lifetime
license
certificate
may
be
sold
to
any
person
who
quali
-

fies
as
a
resident
or
is
granted
resident
license
privileges
as
provided
in
12
subsection
(s)
of
section
36
-
202,
Idaho
Code
,
if
such
person
has
been
a
resi
-
13
dent
of
this
state
for
at
least
five
(5)
years
immediately
preceding
the
date
14
of
application
for
the
lifetime
license
certificate.
If
the
applicant
is
un

der

age
of
five

years,
a
legal
guardian
of
the
child
shall
have
been
a

resident
of
this
state
for
at
least

preceding

Holders
of
lifetime
license
certificates
shall
be
subject
to
the

provisions
of
title
36,
Idaho
Code.

(g)
The
director
shall
promptly
transmit
to
the
state
treasurer
all

moneys
received
by
him
from
the
sale
of
lifetime
license
certificates
and
10
the
state
treasurer
shall
deposit
all
such
moneys
in
the
fish
and
game
trust
1
1
fund.
All
such
moneys
shall
be
expended
at
the
direction
of
the
commission
12
to
carry
out
the
purposes
of
the
Idaho
fish
and
game
code
or
any
law
or
regu
-
13
lation
promulgated
for
the
protection
of
wildlife,
and
shall
be
used
for
no
14
other
purpose.

SECTION
2.
An
emergency
existing
therefor,
which
emergency
is
hereby
16
declared
to
exist,
this
act
shall
be
in
full
force
and
effect
on
and
after
17
July
1,
2026.
