SERVICE
PRIORITIZATION.
It
is
hereby
the
intent
of
the
Leg
-

islature
that
the
Commission
for
the
Blind
and
Visually
Impaired
prioritize

funding
provided
in
Section
1
of
this
act
to
provide
sight
restoration
ser
-
25
vices
to
preserve,
stabilize,
and
restore
vision
for
eligible
individuals.

SECTION
3.
An
emergency
existing
therefor,
which
emergency
is
hereby
27
declared
to
exist,
this
act
shall
be
in
full
force
and
effect
on
and
after
28
July
1,
2026.
