2.
There
is
hereby
appropriated
and
the
Office
of
the
State
Con

troller
shall
transfer
$1,298,600
from
the
General
Fund
to
the
Pest
Control

Deficiency
Fund
as
soon
as
practicable
for
the
period
July
1,
2025,
through

June
30,
2026.
Such
moneys
shall
be
used
to
reimburse
costs
incurred
by
the

Plant
Industries
Program
in
the
Department
of
Agriculture
pursuant
to
Sec
-
1
tion
22
-
2019,
Idaho
Code.

appropriation
made
in

and

appropriation

law,
there
is

the

Fund
for
the

4.
REAPPROPRIATION
AUTHORITY
FOR
THE
FEDERAL
GRANT
FUND.
There

is
hereby
reappropriated
to
the
Department
of
Agriculture
any
unexpended
and

unencumbered
balances
appropriated
or
reappropriated
to
the
Department
of
16
Agriculture
for
the
Resilient
Food
Systems
Infrastructure
Grant
in
fiscal
17
year
2026,
to
be
used
for
nonrecurring
expenditures
for
the
period
July
1,
18
2026,
through
June
30,
2027.
The
Department
of
Agriculture
shall
confirm
the
19
reappropriation
amount,
by
fund,
expense
class,
and
program
with
the
Leg
-
20
islative
Services
Office
prior
to
processing
the
reappropriation
authorized
21
herein.

SECTION
5.
An
emergency
existing
therefor,
which
emergency
is
hereby
23
declared
to
exist,
Sections
2
and
3
of
this
act
shall
be
in
full
force
and
ef
-
24
fect
on
and
after
passage
and
approval,
and
Sections
1
and
4
of
this
act
shall
25
be
in
full
force
and
effect
on
and
after
July
1,
2026.
