2.
FTP
AUTHORIZATION.
In
addition
to
any
other
authorization

provided
by
law,
the
full
-
time
equivalent
position
authorization
provided

to
the
Department
of
Parks
and
Recreation
is
hereby
increased
by
two
and
1
1
ninety
-
five
hundredths
(2.95)
for
the
period
July
1,
2026,
through
June
30,
12
2027.

SECTION
3.
EXEMPTIONS
FROM
PROGRAM
TRANSFER
LIMITATIONS.
The
Depart
-
14
ment
of
Parks
and
Recreation
is
hereby
exempted
from
the
provisions
of
15
Section
67
-
3511(2),
Idaho
Code,
allowing
unlimited
transfers
between
pro
-
16
grams
for
all
moneys
appropriated
to
it
for
trustee
and
benefit
payments
for
17
the
period
July
1,
2025,
through
June
30,
2026.
Legislative
appropriations
18
shall
not
be
transferred
from
one
fund
to
another
fund
unless
expressly
ap
-
19
proved
by
the
Legislature.

SECTION
4.
An
emergency
existing
therefor,
which
emergency
is
hereby
21
declared
to
exist,
Section
3
of
this
act
shall
be
in
full
force
and
effect
on
22
and
after
passage
and
approval,
and
Sections
1
and
2
of
this
act
shall
be
in
23
full
force
and
effect
on
and
after
July
1,
2026.
