AN ACT concerning State government.

Be it enacted by the People of the State of Illinois,
3
represented in the General Assembly:
4
Section 5.
The State Finance Act is amended by adding
5
Section 5.1038 as follows:
6

Sec. 5.1038.
The Illinois Municipal Works and Service
8
Trainee Fund.

Section 10.
The Illinois Works Jobs Program Act is amended

by adding Section 20-17 as follows:

Illinois Municipal Works and Service Trainee
13
Program.
14
(a) The Illinois Municipal Works and Service Trainee
15
Program is established and shall be administered, subject to
16
appropriation, by the Department. The goal of the Illinois
17
Municipal Works and Service Trainee Program is to establish a
18
regional workforce training program led by Morton College.
19
Morton College shall serve as the primary demonstration site
20
for the development, evaluation, and refinement of workforce
21
training models under the program. Morton College shall

directly provide, or coordinate with other partner
2
organizations to provide, recruitment, prescreening, and
3
service trainee skills training. Participants may attend the
4
training free of charge and receive a stipend for
5
participation in the program. The goal of the program is to
6
create a qualified, diverse pipeline of workers who are
7
prepared for careers in the municipal sector, the health care
8
sector, and other service sectors identified by Morton College
9
in consultation with public and private employers. Target
10
industries and occupational pathways may include, but are not
11
limited to: (i) municipal operations and public service
12
occupations, including administrative, quasi-professional,
13
clerical, and related local public sector employment; (ii)
14
allied healthcare occupations, including entry-level clinical
15
and technical pathways; (iii) transportation, logistics, and
16
commercial driver pathways; and (iv) advanced manufacturing,
17
automotive maintenance and repair, utilities, electrification,
18
and related occupations. The program may support participant
19
transition to Morton College credit and non-credit workforce
20
programs aligned with these occupations. Morton College shall
21
give priority in initial and continuing outreach and
22
enrollment to residents of the Morton College service area,
23
provided that remaining capacity may be made available to
24
other eligible participants.

(b) The Illinois Municipal Works and Service Trainee Fund
26
is hereby created as a special fund in the State treasury. The

Fund shall be administered, subject to appropriation, by the
2
Department. Moneys in the Fund shall be used to provide
3
funding directly to Morton College for the administration and
4
delivery of the Illinois Municipal Works and Service Trainee
5
Program, including, but not limited to, funding for the
6
following: direct instruction; curriculum development;
7
participant recruitment, assessment, advising, case
8
management, and supportive services; training equipment,
9
instructional supplies, and resources; and facilities. Moneys
10
in the Fund may also be used to provide funding, through Morton
11
College, to municipal employers, health care employers, and
12
other service sector employers who are associated with the
13
Illinois Municipal Works and Service Trainee Program for the
14
purpose of supporting participant enrollment and training. In
15
addition to any other transfers that may be provided for by
16
law, on July 1, 2026, or as soon thereafter as possible, and by
17
July 1 of every year thereafter, at the direction of the
18
Director of the Governor's Office of Management and Budget,
19
the State Comptroller shall direct and the State Treasurer
20
shall transfer amounts not exceeding a total of $650,000 from
21
the Rebuild Illinois Projects Fund to the Illinois Municipal
22
Works and Service Trainee Fund.
23
(c) Morton College shall provide an annual report to the
24
Illinois Works Review Panel and the Illinois Community College
25
Board concerning funds that Morton College receives from the
26
Illinois Municipal Works and Service Trainee Fund. The report

shall be submitted by April 1 of each calendar year. The report
2
shall include the following information:

(1) a description of Morton College's recruitment,
4
screening, training, advising, case management, and
5
transition efforts, including efforts undertaken directly
6
or through partner organizations;
7
(2) the number of individuals who apply to,
8
participate in, and complete the program, broken down by
9
race, gender, age, veteran status, and primary language;
10
(3) the number of the individuals referenced in item
11
(2) of this subsection who are initially accepted and
12
placed into service trainee programs or related employment
13
and training opportunities in municipal employment, allied
14
healthcare, automotive maintenance and repair,
15
infrastructure, transportation, utilities and energy
16
systems, or other service sector employers;
17
(4) the number and percentage of participants who are
18
residents of the Morton College district;
19
(5) the number and percentage of participants who
20
transition to Morton College credit or non-credit
21
workforce programs;
22
(6) recommendations regarding workforce training
23
infrastructure, equipment, facilities, student supports,
24
and policy changes needed to improve program
25
effectiveness; and
26
(7) such other information as Morton College deems

necessary or advisable to identify and document successful
2
aspects of the program and to resolve systemic hindrances
3
to the program's success.

Section 15.
The Public Community College Act is amended by
5
adding Section 2-28 as follows:
6
(110 ILCS 805/2-28 new)
7
Sec. 2-28.
Illinois Pipeline for the Advancement of the
8
Service Workforce.
The State Board shall monitor the
9
implementation and progress of the Illinois Municipal Works
10
and Service Trainee Program. By no later than July 1, 2031, the
11
State Board, in collaboration with Morton College, shall
12
recommend legislation to the General Assembly that will, based
13
upon the experience of Morton College, establish and fund an
14
Illinois Pipeline for the Advancement of the Service Workforce
15
Program, which will support municipal employment,
16
infrastructure, manufacturing, transportation, automotive
17
maintenance and repair, utilities and energy services, allied
18
healthcare, and related occupations.
19
Section 95.
No acceleration or delay.
Where this Act makes
20
changes in a statute that is represented in this Act by text
21
that is not yet or no longer in effect (for example, a Section
22
represented by multiple versions), the use of that text does
23
not accelerate or delay the taking effect of (i) the changes

made by this Act or (ii) provisions derived from any other
2
Public Act.

Section 99.
Effective date.
This Act takes effect upon
4
becoming law.
