SYNOPSIS AS INTRODUCED:

20 ILCS 105/4.17 new
20 ILCS 505/34.13 new
20 ILCS 1305/10-80 new
20 ILCS 2310/2310-733 new

Amends the Illinois Act on the Aging, the Children and Family Services
Act, the Department of Human Services Act, and the Department of Public
Health Powers and Duties Law. Requires the Department on Aging, and the
Departments of Children and Family Services, Human Services, and Public
Health to provide technical assistance in the form of training to local
governmental entities and not-for-profit human service entities located
within Illinois that request such assistance for the purpose of procuring
grants. Requires the Departments to prioritize entities that: (i) are
current grant recipients and are routinely noncompliant with grant award
requirements; and (ii) have lost Department grant funding in the last 5
years and are seeking to reapply for grant funding. Requires the
Departments to adopt rules. Effective July 1, 2025.

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois,
3
represented in the General Assembly:

Section 5.
The Illinois Act on the Aging is amended by
5
adding Section 4.17 as follows:

6

(20 ILCS 105/4.17 new)
7

Sec. 4.17.
Grant technical assistance.

8

(a) The Department shall provide technical assistance in
9
the form of training to local governmental entities and
10
not-for-profit human service entities located within Illinois
11
that request such assistance for the purpose of procuring
12
grants. The Department shall prioritize:
13

(1) entities that are current grant recipients and are
14

routinely noncompliant with grant award requirements; and
15

(2) entities that have lost Department grant funding
16

in the last 5 years and are seeking to reapply for grant
17

funding.

18

(b) The Department shall adopt any rules necessary to
19
implement this Section.

Section 10.
The Children and Family Services Act is
21
amended by adding Section 34.13 as follows:

Sec. 34.13.
Grant technical assistance.

(a) The Department shall provide technical assistance in
4
the form of training to local governmental entities and
5
not-for-profit human service entities located within Illinois
6
that request such assistance for the purpose of procuring

grants. The Department shall prioritize:

(1) entities that are current grant recipients and are
9

routinely noncompliant with grant award requirements; and
10

(2) entities that have lost Department grant funding
11

in the last 5 years and are seeking to reapply for grant
12

funding.

(b) The Department shall adopt any rules necessary to

implement this Section.

Section 15.
The Department of Human Services Act is
16
amended by adding Section 10-80 as follows:

Sec. 10-80.
Grant technical assistance.

(a) The Department shall provide technical assistance in
20
the form of training to local governmental entities and
21
not-for-profit human service entities located within Illinois
22
that request such assistance for the purpose of procuring
23
grants. The Department shall prioritize:
24

(1) entities that are current grant recipients and are

2

(2) entities that have lost Department grant funding
3

in the last 5 years and are seeking to reapply for grant

funding.

Section 20.
The Department of Public Health Powers and
8
Duties Law of the Civil Administrative Code of Illinois is
9
amended by adding Section 2310-733 as follows:

Sec. 2310-733.
Grant technical assistance.

(a) The Department shall provide technical assistance in
13
the form of training to local governmental entities and
14
not-for-profit human service entities located within Illinois
15
that request such assistance for the purpose of procuring
16
grants. The Department shall prioritize:
17

(1) entities that are current grant recipients and are
18

routinely noncompliant with grant award requirements; and
19

(2) entities that have lost Department grant funding
20

in the last 5 years and are seeking to reapply for grant
21

funding.

22

(b) The Department shall adopt any rules necessary to
23
implement this Section.

Section 99.
Effective date.
This Act takes effect July 1,
