SYNOPSIS AS INTRODUCED:

Makes various appropriations from the General Revenue Fund to the
Department of Human Services and the Illinois Housing Development
Authority for housing programs and related services for formerly
incarcerated individuals. Effective July 1, 2025.

AN ACT concerning appropriations.

Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

Section 5.
The sum of $3,000,000, or so much thereof as may
5
be necessary, is appropriated from the General Revenue Fund to
6
the Department of Human Services to establish the Illinois
7
Reentry Housing Institute to provide cohort-based training and
8
technical assistance to reentry organizations interested in
9
housing development and technical assistance to traditional
10
developers who wish to create effective reentry housing.

Section 10.
The sum of $48,000,000, or so much thereof as
12
may be necessary, is appropriated from the General Revenue
13
Fund to the Illinois Housing Development Authority to expand
14
the Housing for Justice-Involved Individuals Program.

Section 15.
The sum of $28,800,000, or so much thereof as
16
may be necessary, is appropriated from the General Revenue
17
Fund to the Illinois Housing Development Authority to continue
18
the Re-Entry Special Demonstration Program.

Section 20.
The sum of $18,200,000, or so much thereof as
20
may be necessary, is appropriated from the General Revenue
21
Fund to the Department of Human Services to create the Home for

Good Program for case management, housing navigation, and

wraparound support services for people with criminal records.

Section 25.
The sum of $5,000,000, or so much thereof as
4
may be necessary, is appropriated from the General Revenue
5
Fund to the Department of Human Services for interagency
6
coordination with the Illinois Housing Development Authority
7
to coordinate the Illinois Reentry Housing Institute, the
8
Housing for Justice-Involved Individuals Program, the Re-Entry
9
Special Demonstration Program, and the Home for Good Program.

Section 99.
Effective date.
This Act takes effect July 1,
11
2025.
