AN ACT concerning education.

Be it enacted by the People of the State of Illinois,
3
represented in the General Assembly:

4

Section 5.
The Interscholastic Athletic Organization Act
5
is amended by adding Section 1.12 as follows:

6

(105 ILCS 25/1.12 new)
7

Sec. 1.12.
Mandatory training in CPR, first aid, and use
8
of an AED.
An association or other entity that has as one of
9
its purposes promoting, sponsoring, regulating, or in any
10
manner providing for interscholastic athletics or any form of
11
athletic competition among schools and students within this
12
State shall require all paid school head coaches or chief
13
sponsors of an activity to obtain training in cardiopulmonary
14
resuscitation (CPR), first aid, and the use of an automated
15
external defibrillator (AED). Training in CPR and AED use
16
shall be consistent with national, evidence-based, emergency
17
cardiovascular care guidelines and shall be completed every 2
18
years.

Section 10.
The School Safety Drill Act is amended by
20
changing Section 60 as follows:

Sec. 60.
Cardiac emergency response plan.
2

(a) A school district and a private school shall develop a
3
cardiac emergency response plan
,

in place
in accordance with
4
guidelines set forth by either
(i)
the American Heart
5
Association
or Project ADAM
or
(ii)
other nationally
6
recognized, evidence-based standards
,
that addresses the
7
appropriate response to incidents involving an individual
8
experiencing sudden cardiac arrest or a similar
9
life-threatening emergency while at a school or at a
10
school-sponsored activity or event. The plan must be
11
distributed to all teachers, administrators, school support
12
personnel, coaches, and other school staff identified by
13
school administrators at each school.
14

(b) A cardiac emergency response plan shall include, but
15
is not limited to, the following:
16

(1) Procedures to follow in the event of a cardiac
17

emergency
while on school premises

at a school
.
18

(2) A listing of every automated external
19

defibrillator
(AED)
that is present
. Each AED shall be

and

20

clearly marked
, maintained as recommended by the
21

manufacturer, and

or
easily accessible at school athletic
22

venues and events and at school
and the maintenance
23

schedule for the automated external defibrillator
. The
24

AEDs

automated external defibrillators
shall be installed
25

in accordance with the Physical Fitness Facility Medical
26

Emergency Preparedness Act, guidelines from the American

Heart Association, or other nationally recognized
2

guidelines focused on emergency cardiovascular care.
3

(3)
Education on the symptoms and warning signs of
4

sudden cardiac arrest,

automated external defibrillators to
teachers,
7

administrators, coaches, assistant coaches, and other
8

school staff identified by school administrators, in
9

accordance with Section 22-115 of the School Code.

(c) A school district shall conduct an annual cardiac
11
response drill to practice the steps established in its
12
cardiac emergency response plan, which may be done in
13
partnership with local emergency medical services. A cardiac
14
response drill may be conducted without student participation.
15

(d) A school district, school board and each member of the
16
school board, governing body and each member of the governing
17
body of a nonpublic school, administrator, principal, teacher,
18
school employee, and member of a school district's safety or
19
crisis response team, whether a student or an adult, are
20
immune from any liability that might otherwise be incurred or
21
caused by an act or omission related to the requirements under
22
this Section, including any act or omission while carrying out
23
any elements of a cardiac emergency response plan, as
24
developed or implemented in accordance with this Section,
25
unless the act or omission was willful or wanton.

Effective date.
This Act takes effect July 1,
