SYNOPSIS AS INTRODUCED:

Amends the Department of Transportation Law of the Civil
Administrative Code of Illinois. Provides that a grant made by the
Department of Transportation to municipalities and airport authorities for
the renovation, construction, and development of airport facilities must
include a condition that the renovation, construction, and development of
airport facilities is covered by a project labor agreement entered into
with the local building and construction trades council having geographic
jurisdiction over the airport facilities. Amends the Airport Authorities
Act. Provides that any contract entered into by an airport authority to
construct, develop, expand, extend, or improve any airport or airport
facility must include a project labor agreement entered into with the
local building and construction trades council having geographic
jurisdiction over the airport or airport facility. Defines "project labor
agreement". Amends the State Mandates Act to require implementation
without reimbursement.

AN ACT concerning local government.

Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

Section 5.
The Department of Transportation Law of the
5
Civil Administrative Code of Illinois is amended by changing
6
Section 2705-275 as follows:

Sec. 2705-275.
Grants for airport facilities.
9

(a) In this Section, "project labor agreement" means a
10
prehire collective bargaining agreement that covers all terms
11
and conditions of employment on a specific construction
12
project and that meets the requirements described in Section
13
25 of the Project Labor Agreements Act.

(b)
The Department may make grants to municipalities and
15
airport authorities for the renovation, construction, and
16
development of airport facilities.
A grant made under this
17
Section must include a condition that the renovation,
18
construction, and development of airport facilities is covered
19
by a project labor agreement entered into with the local
20
building and construction trades council having geographic
21
jurisdiction over the airport facilities.
The grants may be
22
made from funds appropriated for that purpose from the Build
23
Illinois Bond Fund.

Section 10.
The Airport Authorities Act is amended by

adding Section 15.3 as follows:

Sec. 15.3.
Project Labor Agreement.

(a) In this Section, "project labor agreement" means a
7

Section 90.
The State Mandates Act is amended by adding

Section 8.50 as follows:

Sec. 8.50.
Exempt mandate.
Notwithstanding Sections 6 and
21
8 of this Act, no reimbursement by the State is required for
22
the implementation of any mandate created by this amendatory
