SYNOPSIS AS INTRODUCED:
110 ILCS 330/8k new
210 ILCS 85/11.7b new
Amends the Hospital Licensing Act. Provides that a hospital that
operates an emergency department shall not use health care kiosks in the
hospital's emergency department to assess or determine a patient's medical
state, to determine the priority level of a patient's injuries or illness,
or to otherwise triage patients. Provides that health care kiosks may be
used for data entry of a patient's personal identifying information and
billing information in place of paper forms. Amends the University of
Illinois Hospital Act to set forth conforming requirements for a
University of Illinois Hospital emergency department. Effective January 1,
2027.

AN ACT concerning regulation.

Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

Section 5.
The University of Illinois Hospital Act is
5
amended by adding Section 8k as follows:

(110 ILCS 330/8k new)

Sec. 8k.
Permitted use of emergency department kiosks.
8
(a) As used in this Section, "health care kiosk" means a
9
self-service terminal using a touchscreen or keyboard to allow
10
patients to manage administrative and some clinical tasks
11
independently.
12
(b) A University of Illinois Hospital emergency department
13
shall not use health care kiosks to assess or determine a
14
patient's medical state, to determine the priority level of a
15
patient's injuries or illness, or to otherwise triage
16
patients.

(c) Health care kiosks may be used for data entry of a
18
patient's personal identifying information and billing
19
information in place of paper forms.

Section 10.
The Hospital Licensing Act is amended by

adding Section 11.7b as follows:
