SYNOPSIS AS INTRODUCED:
105 ILCS 5/10-16a
Amends the School Code. Requires every voting member of a school board
of a school district (other than the Chicago school district) to complete a
minimum of 4 hours of professional development and leadership training
within the first year of every elected term (rather than within the first
year of his or her first term). Provides that in addition to training,
every voting member of a school board shall, within the first year of every
elected term, tour any affiliated education buildings that a student may
attend while under the direction of the school district. Effective July 1,
2027.

AN ACT concerning education.

Be it enacted by the People of the State of Illinois,
3
represented in the General Assembly:

Section 5.
The School Code is amended by changing Section
5
10-16a as follows:

(105 ILCS 5/10-16a)

Sec. 10-16a.
School board member's training

(a) This Section applies to all school board members
10
serving pursuant to Section 10-10 of this Code.
11
(a-5) In this Section, "trauma" has the meaning ascribed
12
to that term in subsection (b) of Section 3-11 of this Code.
13
(b) Every voting member of a school board of a school
14
district
, within the first year of his or her first term,
15
shall
, within the first year of every elected term,
complete a
16
minimum of 4 hours of professional development and leadership
17
training covering topics in education and labor law, financial
18
oversight and accountability, fiduciary responsibilities of a
19
school board member, trauma-informed practices for students
20
and staff, and improving student outcomes. The school district
21
shall maintain on its Internet website, if any, the names of
22
all voting members of the school board who have successfully
23
completed the training.

(b-5) The training regarding trauma-informed practices for
2
students and staff required by this Section must include
3
information that is relevant to and within the scope of the
4
duties of a school board member. Such information may include,
5
but is not limited to:
6
(1) the recognition of and care for trauma in students
7
and staff;
8
(2) the relationship between staff wellness and
9
student learning;
10
(3) the effect of trauma on student behavior and
11
learning;
12
(4) the prevalence of trauma among students, including
13
the prevalence of trauma among student populations at
14
higher risk of experiencing trauma;
15
(5) the effects of implicit or explicit bias on
16
recognizing trauma among various student groups in
17
connection with race, ethnicity, gender identity, sexual
18
orientation, socio-economic status, and other relevant
19
factors; and
20
(6) effective district and school practices that are
21
shown to:
22
(A) prevent and mitigate the negative effect of
23
trauma on student behavior and learning; and
24
(B) support the emotional wellness of staff.

(b-10) The training regarding improving student outcomes
26
required by this Section must include information that is

relevant to and within the scope of the duties of a school
2
board member.

(c) The training on financial oversight, accountability,
4
fiduciary responsibilities, trauma-informed practices for
5
students and staff, and improving student outcomes shall be
6
provided by a statewide association established under this
7
Code for the purpose of training school board members or by
8
other qualified providers approved by the State Board of
9
Education, in consultation with an association so established.
10
(c-5) In addition to training under this Section, every
11
voting member of a school board of a school district shall,
12
within the first year of every elected term, tour any
13
affiliated education buildings that a student may attend while
14
under the direction of the school district, including, but not
15
limited, to special education facilities and cooperatives,
16
career and technical education facilities, alternative
17
learning opportunities programs, truants' alternative and
18
optional education programs, and regional safe schools.
19
(d) The State Board of Education may adopt rules that are
20
necessary for the administration of the provisions of this
21
Section.

Effective date.
This Act takes effect July 1,
