AN ACT concerning regulation.

Be it enacted by the People of the State of Illinois,
3
represented in the General Assembly:

Section 5.
The Department of Professional Regulation Law
5
of the Civil Administrative Code of Illinois is amended by
6
adding Section 2105-379 as follows:
7
(20 ILCS 2105/2105-379 new)
8
Sec. 2105-379.
Continuing education; prohibited services.
9
(a) As used in this Section, "prohibited services,
10
treatments, practices, or procedures" means the services,
11
treatments, practices, or procedures that are expressly
12
prohibited by law or by rule in this State at the time a
13
continuing education activity is completed.
14
(b) A licensee shall not receive continuing education
15
credit toward the renewal of a professional license for any
16
continuing education course, program, seminar, instruction,
17
webinar, or other educational activity that promotes,
18
instructs, or provides guidance on the performance of
19
prohibited services, treatments, practices, or procedures.
20
(c) Approval by the Department of a continuing education
21
provider or continuing education course does not supersede the
22
provisions of this Section.

(d) Nothing in this Section shall be construed to require

the Department to proactively review, pre-approve, evaluate,
2
monitor, or otherwise assess continuing education content
3
restrictions under this Section.

(e) Nothing in this Section shall be construed to prohibit
5
a licensee from receiving continuing education credit toward
6
renewal of a professional license for any continuing education
7
course, program, seminar, instruction, webinar, or other
8
educational activity that instructs or provides guidance on
9
recognizing, identifying, reporting, or responding to criminal
10
conduct or victimization as it affects clients or third
11
parties, provided that such educational activity does not
12
itself promote, instruct, or provide guidance on the
13
performance of prohibited services, treatments, practices, or
14
procedures.

Section 99.
Effective date.
This Act takes effect on
16
January 1, 2027.
