AN ACT concerning education.

Be it enacted by the People of the State of Illinois,
3
represented in the General Assembly:

4

Section 1.
This Act may be referred to as Alyssa's Law.

5

Section 5.
The School Safety Drill Act is amended by
6
adding Section 42 as follows:

7

Sec. 42.
Mobile panic alert system.
9

(a) By no later than the beginning of the 2028-2029 school
10
year, school districts and private schools in this State shall
11
consider the use of a mobile panic alert system in the
12
development of their school emergency and crisis response
13
plans. If used, a mobile panic alert system that meets the
14
specifications of this Section shall be known as "Alyssa's
15
Alert" and shall be capable of connecting to diverse emergency
16
service technologies to ensure real-time coordination between
17
multiple first responder agencies. It shall also be capable of
18
integrating with local, Public Safety Answering Point (PSAP)
19
infrastructure for the transmission of 9-1-1 calls and mobile
20
activations. Such PSAP infrastructure shall also be capable of
21
receiving mobile panic alert notifications from a range of
22
technologies. A mobile panic alert system deployed pursuant to

this Section shall be integrated with the PSAP serving the
2
applicable facility's jurisdiction and shall, upon activation,
3
transmit an alert that is delivered to the PSAP's existing
4
infrastructure. A mobile panic alert system deployed pursuant
5
to this Section shall undergo at least annual testing in
6
coordination with the PSAP and first responder agencies.

(b) By March 1, 2027, the Illinois State Police shall
8
develop rules for a mobile panic alert system to qualify as an
9
Alyssa's Alert and meet the specifications of this Section.
10
The rules may take into consideration the following:
11

(1) the scalability of the mobile panic alert system
12

in relation to the possibility of school expansion;
13

(2) the reliability of the connection technology used,
14

including the capability of transmission across both
15

Internet and cellular networks, and how that technology
16

impacts the response time for first responders and other
17

school personnel;
18

(3) the ease of integration of a mobile panic alert
19

system with existing safety systems, including, but not
20

limited to, the extent to which:
21

(A) reliable communication is ensured with the
22

PSAP and first responders;
23

(B) all applicable safety protocols operate in a
24

coordinated and interoperable manner; and
25

(C) existing PSAP infrastructure can receive
26

mobile panic alert notifications from diverse

technologies;
2

(4) the efficiency of providing instant alerts and
3

notifications to first responders and other school
4

personnel;
5

(5) testing, training, and drill requirements that
6

include the PSAP and first responders agencies; and
7

(6) the interoperability with crisis response mapping
8

or other situational awareness tools.
9

(c) The Illinois State Police shall post information on
10
the rules developed under subsection (b) on its Internet
11
website. Anything posted by the Illinois State Police under
12
this subsection shall also be posted by the State Board of
13
Education on its website.
14

(d) Each school district and private school must
15
coordinate with its local 9-1-1 authority for integration
16
requirements prior to purchase and implementation under this
17
Section. Any expense to the PSAP for connectivity must be
18
covered by the school district or private school.
