SYNOPSIS AS INTRODUCED:
30 ILCS 105/5.1038 new
30 ILCS 105/6z-149 new
Amends the State Finance Act. Creates the Municipal Water
Infrastructure Sustainability Fund. Provides that moneys in the Fund shall
be used by the Environmental Protection Agency to provide dedicated,
ongoing financial support to water and wastewater systems owned by
municipalities to allow the water and wastewater systems to make capital
repairs, upgrades, and improvements with the goal of preserving public
ownership of the water and wastewater systems and preventing forced
privatization due to unaffordable infrastructure costs.

AN ACT concerning finance.

Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

Section 5.
The State Finance Act is amended by adding

Section 5.1038 as follows:

The Municipal Water Infrastructure

Sustainability Fund is created as a special fund in the State
15
treasury. Subject to appropriation, moneys in the Municipal
16
Water Infrastructure Sustainability Fund shall be used by the
17
Environmental Protection Agency to provide dedicated, ongoing
18
financial support to water and wastewater systems owned by
19
municipalities to allow the water and wastewater systems to
20
make capital repairs, upgrades, and improvements with the goal
21
of preserving public ownership of the water and wastewater
