SYNOPSIS AS INTRODUCED:
110 ILCS 805/3-8.5
Amends the Public Community College Act. Provides that as part of the
required minimum 4-hour professional development leadership training, each
voting member of a board of trustees shall complete a minimum of one hour
of training covering the topic of diversity, equity, inclusion, and
accessibility.

AN ACT concerning education.

Be it enacted by the People of the State of Illinois,
3
represented in the General Assembly:

Section 5.
The Public Community College Act is amended by
5
changing Section 3-8.5 as follows:
6
(110 ILCS 805/3-8.5)

Sec. 3-8.5.
Community college trustee's leadership
8
training.
9
(a) This Section applies to all community college
10
districts with elected or appointed board trustees serving
11
pursuant to this Article who have been elected or appointed
12
after the effective date of this amendatory Act of the 99th
13
General Assembly or appointed to fill a vacancy of at least one
14
year's duration of an elected trustee after the effective date
15
of this amendatory Act of the 99th General Assembly.
16
(b) Every voting member of a board under subsection (a) of
17
this Section shall complete a minimum of 4 hours of
18
professional development leadership training covering topics
19
that shall include, but are not limited to, open meetings law,
20
community college and labor law, freedom of information law,
21
contract law, ethics, sexual violence on campus, financial
22
oversight and accountability, audits, and fiduciary
23
responsibilities of a community college trustee during the

first, third, and fifth year of his or her term.
As part of the
2
minimum 4-hour professional development leadership training
3
required under this subsection, each voting member shall
4
complete a minimum of one hour of training covering the topic
5
of diversity, equity, inclusion, and accessibility.
The
6
community college district shall maintain on its Internet
7
website, if any, the names of all elected or appointed voting
8
trustees of the board who have successfully completed the
9
training, as well as the names of all elected or appointed
10
voting trustees of the board who have not successfully
11
completed the training, as required under this Section.
12
(c) The training under this Section may be provided by an
13
association established under this Code for the purpose of
14
training community college district board trustees or by other
15
qualified providers approved by the State Board, in
16
consultation with an association so established.
17
(d) The board member shall certify completion of the
18
training required under this Section to the secretary of the
19
board. If a board member does not satisfy all requirements
20
provided in subsection (b) of this Section or the
21
certification indicates that a board member has not completed
22
the training, the secretary shall send a notice to all elected
23
or appointed members serving on the board and the president or
24
acting chief executive officer of the community college of
25
that fact.
